3 IT Vision - “We Deliver Quality Solutions For Our Customers” 3 Progress to Date Major BMS Project Highlights Aptify: - In reviewing their technical architecture, the entire team was not comfortable that Aptify's solution would meet/sustain our needs from a performance, scalability, toolkit and data architecture perspective. - - The software release we needed to build from would not be in production until 4Q2005. The release would not have time to soak in production before we begin to configure it for our needs. Therefore it would not align with our implementation timeline needs. - We therefore cancelled the Proof of Concept scheduled for this week as it would not be a prudent use of our team's valuable time. - Aptify has been eliminated as viable vendor.

4 IT Vision - “We Deliver Quality Solutions For Our Customers” 4 Progress to Date Major BMS Project Highlights Siebel: - Over the past 6 weeks, we have been concurrently in reviews and discussions with Siebel. Their functionality offered exceeds that of Aptify overall as it meets our membership needs as well as provides us with more growth for the future. - The IT technical team ranked their tools and architecture very highly and support the solution. - - The solution is highly scalable, they have a large customer base using the software today, has demonstrated the ability to support multi-tier environments, is extensible for our current/future needs, the out of the box functionality to support integration is well thought out (supports interface to Oracle Financials, etc.), documentation/training is excellent, toolkit is quite efficient in handling configuration, is meta data driven to assist our design for the 360 degree view of our customer.

5 IT Vision - “We Deliver Quality Solutions For Our Customers” 5 Progress to Date Major BMS Project Highlights Siebel: - - Analytics engine which will assist us with information access/ad hoc querying etc. - - Can support our BES needs - the cost savings will be known shortly - - Siebel has brought to the table experts that understand the functionality, has answered our key questions and are very focused. We have been working with them to secure the best pricing possible. - We have been working with them to secure the best pricing possible. If we can sign the Siebel license arrangement by 29-Mar-2005 - we can save money (over $600k as of today on top of a 75% discount). I will have refined numbers by close of business tomorrow. We are within the budget submitted in November.

6 IT Vision - “We Deliver Quality Solutions For Our Customers” 6 Progress to Date Major BMS Project Highlights Siebel: - We will need some consulting support to augment my IT team from a learning curve perspective. Tier 1 consulting has been verified as excellent partner. They are Siebel gold certified for several years which means each year they have obtained 100% customer satisfaction ratings. We have been working with them to price out our options (blend of team structure/costs). They have been extremely responsive and customer referrals have been very positive.

7 IT Vision - “We Deliver Quality Solutions For Our Customers” 7 Progress to Date Next Steps - - Close any remaining user questions by cob Thursday - If we can sign the Siebel license arrangement by 29-Mar-2005 - we can secure savings - - Obtain approvals of Arthur Winston and Joe Lillie ( we remain within the budget submitted) - - Outline project plan to confirm remaining costs
