First External Evaluation of JPI GA Meeting Vienna 25 March 2015

Deliverable D6.6 External Evaluation of the JPI An external independent review of the JPI against its aims and objectives which examined the progress of the JPI-MYBL in relation to its stated aims and objectives, the role and contribution of the J-AGE project to the JPI and the effectiveness of the governance arrangements for the JPI. Interviews with 17 key stakeholders from 12 countries included a range of job designations and representation from the GA, SAB, SOAB, Task Force, and fast-track activities.

External Evaluation findings SRA – success in developing a European Strategic Research Agenda which has helped to identify research gaps and highlighted the potential for alignment and joint activities in the area of demographic change. Created a strong, coordinated network of national experts, who, in collaboration with stakeholders, have undertaken significant new work through several Europe-wide joint activities Laid the foundations and principles for cross-disciplinary and holistic work. Helped to bring about improved cross-disciplinary understanding of demographic change, although this may not yet be reflected outside the membership of the JPI The fast track projects were considered to have been very successful in engaging members of the JPI

External Evaluation findings At national level, there are some early examples of the JPI’s impact on JPI member states’ funding priorities, but influence on national research funding policy and alignment of funding programmes is currently less evident Less progress has been made regarding the exchange of best practice, particularly in terms of knowledge exchange on research funding policy and practice. At EU level, the impact of the JPI on agenda setting remains unclear and will need further investigation in J-AGE II

Next Steps Steering Committee will consider the full list of recommendations GA meeting in Brussels will: –discuss which, if any, recommendations we adopt and –consider proposals for any other actions are considered necessary to respond to the evaluation
