1 Chapter 14 Section 4 Objective: To understand the President’s legislative and judicial powers.

2 A. The President in the Legislative Field 1. The President gives a State of the Union Address and suggests annual budgets. 2. The President also recommends specific legislation to Congress. 3. The President has the power to veto legislation He may veto the bill outright He may pocket veto The President briefly had a line-item veto

3 4. The President may call special sessions of Congress. 5. The President may also adjourn Congress if the two houses cannot agree on a date for adjournment

4 B. Judicial Powers 1. The President may grant reprieves and pardons in cases involving Federal law. 2. The President may commute, or reduce, sentences or fines imposed by a federal court. 3. The President may grant amnesty, or a general pardon, to persons who have violated the law – such as the Vietnam draft dodgers (Jimmy Carter)
