4 2008 International AIDS Conference 2001 United Nations General Assembly Special Session on HIV/AIDS 189 Member States adopted a Declaration of Commitment to respond to the epidemic 192 Member States renewed this commitment in a High Level Meeting in 2006, and set targets for achieving Universal Access UNAIDS Secretariat charged with responsibility for monitoring the progress against the Declaration
