4 Proposed Strategy for Initiative (H. Neal) Launch Study – Identify all parameters requiring attention for a long range strategic solution; spell out topics requiring further analysis, make initial cost estimates, identify consortia, lay out roadmap Plan Pilot Program – starting in Fall 2010; Council should determine scope and implementation plans. Experience with Pilot should inform plans for larger program
