5 Decentralized Planning Decentralized Planning is a Planning process at different levels of Planning units with due involvement of all stake holders directed towards fulfilling the needs & aspirations of people with proper use of local resources & know how. 8 ODISHA EXPERIENCE The Odisha District Planning Committees Act, 1998 & Rules, 2000 : District Planning Committees (DPC) constituted & functional in all 30 Districts since 2003.District Planning Committees (DPC) constituted & functional in all 30 Districts since 2003. 17 My Dream Village Every village’s first concern will be to grow its own food crops and cotton for its cloth. It should have a reserve for its cattle, recreation and playground for adults and children. The village will maintain a village theatre, school and public hall. It will have its own waterworks, ensuring clean water supply. Education will be compulsory up to the final basic course. As far as possible every activity will be conducted on the cooperative basis.

24 Role of DPMU : a) Extends secretarial support to DPC. b) Extends all supports to all Planning Units for smooth preparation of district plan. c) Facilitates conduct of workshops & FGDs. d) Monitors plan preparation by GPs/Blocks/Sectoral Officers in time & its handing over to DPMU. e) Conducts meetings of working groups to ensure consultation & integration of plans. f) Provides secretarial support to DPC & conduct of DPC. 23

25 Role of P&C Deptt. 1) Works as the highest body & provides vision for pan preparation. 2) Communicates calendar of activities for CDP. 3) Provides structures & designes of plan preparation & modus operendi. 4) Ensures incorporation of district plan summaries in state plan. 24

26 25 Provision of untied funds at DPC & other levels of Local Urban Bodies. Concrete steps for resource mobilization at Local/Urban Bodies level to make them self reliant & decrease dependency on Govt. funds. Uniform calendar of plan formulation activities through out state starting from grass root level. Sensitization of PRIs & general people that District Planning is for deriving optimal benefits out of resources available with them from various sources. There is no special fund which Planning office will give them. Intimation of financial allocation to DLOs by Line Deptts. & DLOs to lower levels of Planning units well in time. Steps need to be taken for horizontal integration of all department plans at GP, PS levels. The projects/beneficiaries of all Line Deptts. including PR Deptt. should be finalized in the Pally Sabha / Gram Sabha as per the calendar of plan formulation activities notified by the Govt. This will ensure transparency & genuineness in selection. In 314 Blocks, Block Statistical Offices have been created. To start with one official at the level of Investigator may be posted who will look in to Planning & Statistics activities in Block level. THE ISSUES, CHALLENGES & SUGGESTIONS

27 26 Stock Taking is an important job. A designed uniformed data base structure capable of giving stock taking indicators is essential. In beginning of in any plan there should be a brain storming workshop at state level involving Collector, PD, DRDA, A.D.M & Deputy Director (P&S) & other stake holders of all districts. Higher level functonaries / Panchayat Raj Institutions should be responsive to the issues & problems posed to them by lower levels which can not be looked in to within the funds available at their level. Effective transparency measures need to be put in place so that a common man feels that his say has a value & is encouraged to involve himself in plan process. Transfer of functions & functionaries may be thought of. Taking in to consideration of size of GP in Odisha transfer of function & functionaries to level of Panchayat Samiti may be thought of at present. The present head of DPMU is Deputy Director (P&S) is a Senior Class – I Officer. He may be given a membership in DPC may be in form of Joint Secretary..

28 27 Re-structuring of DPC may be thought of so that DPC can sit as & when needed. Any one of the highest level peoples representatives of the districts may be thought of to be the Co-Chair Person / Vice- Chair person. Like Kerala system online vetting of all projects implemented by different Deptts., local & urban bodies by DPC may be thought of before implementation. This will ensure transparency in project finalization & the project data starting from micro level will be available in public domain. Working group vetting of various sectoral plans may be thought of at Panchayat Samiti Level..
