SantaBarbaraCA.gov What happens when you call 9-1-1 on a cell phone 12 Your call is routed to a cell tower That tower will have multiple antenna from a variety of carriers Each antenna is assigned an ESN (Emergency Service Number) An ESN is a 3 digit number, that determines which PSAP will handle your call. For example ESN #123 might be the CHP. Whereas ESN #456 might be for Santa Barbara PD.

SantaBarbaraCA.gov When a new antenna is installed a coverage map shows that anticipated coverage of that antenna 13 A decision is made and the wireless service providers are then instructed which ESN is assigned to that tower
