9 Peter the Great / Westernization Czar (Tsar) of Russia during the late 1600’s and early 1700’s. He was almost seven feet tall and in 1696 he visited Western Europe in disguise. Upon his visits he realized how much Russia could learn from the West. Peter is best known as an Absolute Monarch and for his policy of Westernization. He hired over 700 European engineers, mathematicians and shipbuilders. He forced nobles to cut off long beards and fined those who refused and promoted the integration of noblewomen in Russian society. He expanded Russia’s borders and created a new capital in St. Petersburg.
