Research Fund Background The "Social Protection Research Fund" in Cambodia within the framework of NSPS The research fund is being set up in a twin, parallel and complimentary initiative to Forum The objective of the research exchange forum: To enhance the dialogue on social protection for poor and vulnerable especially women and children aiming at guiding formulation of improved programmes and policies 3

Research Fund Background (cont.) Within this framework and within 2011 UNICEF-SPCU agreed and signed Annual Work Plan The setting up of the Fund aims at supporting competitively selected research proposals for addressing knowledge gaps The objective of Research Fund: To build capacity in national research and knowledge management relating to social protection and To promote informed discussions and knowledge sharing among key stakeholders 4

Specific objectives The Research Fund is expected to function as a catalyst to social protection debate and dialogue with the explicit aims of: Maintaining an active research social protection research agenda Stimulating a climate which will assist in attracting research workers of high caliber to study and highlight issues of chronic, transient and emerging vulnerabilities to the attention of SPCU 5

Eligible criteria (duration) Duration of projects and amounts awarded: Each proposal will have to be implemented over a maximum period of three months and will have an upper cap of USD 5000 Currently, RF has already approved fund for four proposals 7

Eligible criteria (institute) Local research proposals (taking place in Cambodia) will be invited from research agencies, NGOs and Academic institutions Conducting research, involving field work and/or secondary literature review on topics related to the NSPS for poor and vulnerable. 8

Eligible criteria (Assessment) The proposals will be assessed for technical and financial aspects separately, The value for money being a key guiding factor and coherence with NSP framework determining the over-all appropriateness and relevance of the proposal. 9

Eligible criteria (Assessment Cont.) The research promotes the objectives of NSPS and the issues that NSPS may proactively identify for researching; The research focuses on analyzing issues around on in equity and its impact on development outcome for poor and vulnerable, esp women and children; The issue proposed for research focuses on current and emerging trends, which have larger national implication; The research is technically sound in conception and presentation; the balance of secondary literature survey/ desk review and innovative field work; The research represents good value for money The applicant organization has a strong track record in research work 10

Eligible (Assessment Cont.) Based on the above, the assessment criteria are as follows: Competence of the researcher/team-20% Relevance and timeliness of the proposed research issue-15% Methodology, conceptual framework etc-35% Background and experience of the agency in similar research-20% 5. Presentation-10% 11

Eligible Criteria (Call for proposal) Call for proposal submission will be made every quarter Proposals can be submitted throughout the year but decisions will be made known every quarter, The proposals submitted beyond 15 th of the assessment month will get assessed with the next bunch of proposals in the next quarter. 12

Management Arrangements SPCU will manage the fund with support and advice from UNICEF as and when needed SPCU knowledge management and communication staff will be the key person responsible for operational management of the Fund. 14

DELIVERABLES Detailed work plan within 3 days of the award of the grant; An inception report within two weeks of the award of the grant; A final research report not exceeding 30 pages in length (exclusive of annexes, bibliography etc.); Availability to make a presentation of the findings and recommendations to the government, and development partners. 15

OUTLINE OF THE REPORT The research final report should be prepared in English and include the following chapters: executive summary; description of the approach to the research work (methods and tools); research findings; analysis of research findings; recommendations; references; Annexes which include research schedules; conceptual framework, list of interviews, places visited etc. 16

DISBURSEMENT SCHEDULE Successful research proposals will be disbursed with fund as follows: 50% upon agreement on the research proposal; 50% upon submission of the research final report, satisfactorily accepted by SPCU/CARD. 17
