4 4 Homeland Defense/Security Emerging as Complex Discipline –Requires interdisciplinary doctoral research –Generates basic and applied research Speeds Innovation to Operational Solutions –Integrates existing knowledge networks –Creates new discipline trajectory –Promotes discoveries and innovation Vulnerability Exists in Homeland Defense/Security Education –No HLD/HLS specific PhD education and related quality doctoral research –Requirement for translational researchers shortens lab-to-warfighter discoveries Why a PhD?

5 5 Challenge: HLD/S does not exist as an academic/research discipline Result: The nation not producing PhDs focused on in-depth HLD/S research needs –Academic community lagging behind HLD/S policy and operational demands –Consequently, the nation not creating translational researchers to transform scientific discoveries and technical innovations into mission-critical advances Solution: Accelerate advancement of this new discipline –Break down academic barriers that constrain tenure-track professors for studying in this discipline Action: NC jump-starts emerging “Homeland Security” discipline –NC has the ability to achieve an immediate tipping point that will encourage first-tier academics to study and get tenure in this new discipline Create the National Effort

6 6 HLD/S requires both physical and social science doctoral study and research Social Science Example: –Tom Schelling awarded Nobel Prize in 2005 for his Game Theory work in 1960 that provided foundation for nuclear deterrence theory –Question: What is Terrorism Deterrence Theory? Answer: A future Tom Schelling conducting Social Science research in emerging HLD/S discipline Physical Science v. Social Science

7 7 Requirement: Immediate need for efficient and effective HLD/S discovery –HLD/S challenges outpace solutions –No pool of mission-specific PhDs at top universities, think- tanks, or federal agencies Solution: Translational Researchers –Mission-experienced PhDs –Rapidly translate cutting edge discoveries for the warfighter –Accelerate “bench-to-patient” solutions Need For Translational Research

8 8 Program Description (Administration) Joint PhD Program –Identified by USNORTHCOM as a requirement –Administered by University of Colorado at Denver –In collaboration with Naval Postgraduate School Fully-funded by the Department of Defense –Tuition, travel/per diem, and research –Faculty and overhead Leadership: –Dr. Terry Pierce, NPS –Dr. Paul Teske, CU-Denver –N-NC/J7: LTC Doug Johnston and Dr. Houston Polson

9 9 Program Description (Administration, cont) Program scheduled for Summer 2007 start First cohort with up to 15 PhD candidates –Candidate selection scheduled March 2007 –Over 45 qualified applications, as of February 01 Government, industry and academe Second cohort to begin Spring 2008* PhD program research –Initial tracks (T): Homeland/National Security Policy Public Safety/Emergency Management Energy and Environmental Security Border Protection and Immigration

10 10 Degree: –PhD in Public Affairs with Concentration in Homeland Security Hybrid Program: –2 weeks in class for each course (first and last week) Online contact with instructor and advisor in interim –2 courses per term –Total of 12 weeks in classroom –Candidates begin dissertation work immediately Allows dissertation defense on completion of coursework –Minimum program completion: 24 months (with NPS HLS MA degree) Standard: 30 months; Maximum: 36 months Program Description (Academics) Candidates maintain professional career responsibilities while enrolled in program

11 11 Opportunities Sponsor able to direct security research to meet agency objectives –PhD candidate services agency/personal requirements –Successful PhD researcher returns to sponsor agency as discipline expert Conduit for access to academic institutions and top- tier international security policy and research Networking with professionals in leading security- related agencies, industry and academe
