www.sifinfo.org Copyright © SIF Association Wyoming Demographics 48 Districts 84,000 Students 1 million roaming animals SIF Implementation for 3 years –Student Locator Framework –Vertical Reporting –Wyoming Transcript Center UW/Community colleges had to provide student records to WDE for funding

www.sifinfo.org Copyright © SIF Association Hathaway Scholarship Program Statewide scholarship opportunity Based on the LA model WY High School graduates attending UW or one of the 7 community colleges HSP students GPA follows them from one WY postsecondary institution to the next WDE opted to act as a clearing house for the postsecondary institutions State Scholars Initiative (SSI) – UW received grant –motivating student to complete a rigorous course of study in HS

www.sifinfo.org Copyright © SIF Association Hathaway Scholarship Program Statue requires statistical studies between the grades of courses received by HS students and how they are performing at the postsecondary institution Students choosing a military career can postpone the receipt of the scholarship until their retirement HS success curriculum will now have to be tracked for student transferring between schools

www.sifinfo.org Copyright © SIF Association Proof of Concept Why? –Need to prove new 2.0 Student Record Exchange Objects were valid –Need to test new 2.0 agent development designs –Need to test new 2.0 test harness capabilities –Need to prove we could move a student record –Need to fulfill district data reporting requirements for the UW -SSI Grant –Need to prove we had “designed SRE objects right”

www.sifinfo.org Copyright © SIF Association Proof of Concept Who? –Schools Interoperability Framework Association –Wyoming Department of Education –School District Fremont #25 in Riverton Wyoming –National Transcript Center –Edustructures –University of Wyoming –Central Wyoming College

www.sifinfo.org Copyright © SIF Association Proof of Concept What? –Develop an agent using SIF 2.0 Student Record Exchange Objects Agent would need to respond to requests Agent would need to form valid SIF 2.0 XML Agent would need to test against the SIF 2.0 test harness –Collect real “e-Transcirpt” records for use as test data –Build the SIF 2.0 Test Harness –Test movement of data in a controlled test environment

www.sifinfo.org Copyright © SIF Association SIF - SRE Components Student Record Exchange –Wrapper object to contains all needed SRE “pieces” Student Demographic Record –Identifies the student Student Academic Record –Identifies the schools or institutions student attended Student Special Education Record –Provides special education placement and participation data Student Record Content –Container object for non-SIF data

www.sifinfo.org Copyright © SIF Association Challenges 2.0 Agent Development Kit Availability SIF 2.0 Test Harness Availability –ADK and Test Harness were being developed in tandem Permissions needed to use real student data in test session SIF 2.0 errata

www.sifinfo.org Copyright © SIF Association POC Outcomes NTC developed a SIF 2.0 agent for their software application –Agent was able to connect to the test harness –Agent was able to respond to requests –Agent delivered an SRE object –Agent produces validated SIF 2.0 XML SIFA developed the 2.0 Test Harness –Test harness was able to validate the new protocols and designs of the SIF 2.0 Implementation Specification –Design of the Student Record Exchange Object validated

www.sifinfo.org Copyright © SIF Association Discoveries Along the Way FERPA Concerns –Security of transmission –Permissions needed Data Quality –Accuracy of data in SIS in regards to a “transcript” Data Availability –Concerns on if there is enough meaningful data –Vendor knowledge of requirements

www.sifinfo.org Copyright © SIF Association What We Found In Analyzing The Data Available

www.sifinfo.org Copyright © SIF Association Conclusions Proof of Concept Project was a success Student Record Exchange Objects have been designed correctly Wyoming is well on the way to implementing a live solution
