1 Concept Case Checklist Completion Checklist: Concept Case is no longer than 3 pages. Otherwise, please justify: ___________________. Problem to Be Addressed is written in simple and plain language that is easy to understand. Problem to Be Addressed considers observations and lessons from preliminary cross-government, cross-jurisdiction (within Canada) and external (Outside Canada) environmental scans. Desired Future State is articulated clearly such that the reviewer can understand the intended outcomes of the investment. Change Drivers along with Status Quo Risk make a compelling and urgent case for change. Alignment with Government Vision, identifies the relevant Government objectives and strategies and references their sources. Research and Analysis Approach outlines a comprehensive approach to collecting, analyzing and applying evidence from direct users research Proposed Response along with Options Identification confirms that, an IM/IT-enabled investment is the ideal approach but cannot identify a specific solution until a business case is prepared. High Level Expected Outcomes & Benefits clearly demonstrate tangible and measurable benefits to British Columbians. The project team is responsible for ensuring compliance with government policies and standards (CPPM), alignment with government strategy and proactively exploring corporate-wide cooperation opportunities with government’s existing or planned initiatives. The best way to achieve this is through consultations with various parties across government, and documenting the results of those meetings in the Concept Case and Business Case submissions. We encourage ministries to review the attached Concept Case Review Instructions to identify the relevant internal stakeholders that should be consultant in preparation of this Concept Case, and to understand the scope of each reviewers’ responsibility. The reviewers listed in this document represent the minimum desired consultation and ministry project teams should take every opportunity to work cooperatively with other parties across government.

How have others successfully solved this problem? <Provide a brief overview of the business problem that you intend to solve. Please provide context by describing the cause and the symptoms of the problem, at a sufficiently high level; Please make sure that the primary focus of this section is on clearly describing the problem. Please also indicate how other Ministries and/or Sectors within the B.C. Government, or other Governments have experienced and/or attempted to resolve a similar problem – you will expand on your preliminary environmental scan on the next slide. Please note, you will be able to expand on your research approach, on the next page. Quick Tip: Providing details that show the reviewer that this problem has been carefully considered and well researched will improve their confidence in your Concept Case. If this is supported by direct research with citizens a reference to those findings Desired Future State & Change Drivers What would be different if this problem was solved? How would this proposed investment improve service delivery? What is driving the need for this change now? <Within this section, briefly outline what the desired or ideal future state would look like (including improved outcomes for citizens). In addition, this section should also convey ‘Why now?’ by indicating the current drivers for this change. Please note that the change drivers may increase the status quo risk and this should certainly be mentioned; however, the description of status quo risk should be documented within the dedicated section provided on the following page.> Business Sponsor Who will lead the activities to pursue this investment? 3 Status Quo Risk What are the primary risks if we don’t address this problem now? Status Quo Risk <Before diving into alternatives, provide a short overview of the risk of maintaining the status quo. In other words, why the status quo is no longer possible or sustainable. This section should create a compelling and urgent case for change and highlight the need to consider alternatives to the current state.> Options Identification What are some potential ways that this problem could be solved? Options Quick Tip: Consider these options: Policy or legislative change Business Process Re-Engineering Outsourcing Upgrading Existing Technology Expanding Upon / Re-Using Existing Technology Creating New Technology, etc.> Research & Analysis Approach Please outline inter-government, cross-jurisdictional and external research completed and/or planned. <Research and analysis is a requirement for all investments regardless of the type of Business Case required, and should be done prior to identifying a solution. In this section, please outline what research has been completed to date, and how you plan to approach future research as part of the business case. This may include direct research and testing with users, to ensure a thorough analysis, and well thought-out solution options. Additionally, please describe your planned approach to document, analyze and implement any lessons learned from such research> Alignment to Government Vision Is solving this problem a strategic focus for Government? <List the Government objectives that this investment is aligned to, or indicate how this investment is otherwise in alignment with Government’s current strategic objectives. Quick Tip: Reduce follow-up questions from reviewers by referencing specific objectives to published documents such as your Ministry Service Plan.>

4 High Level Expected Outcomes & Benefits (Qualitative) What are the objectives of this investment? How will meeting these objectives benefit the Citizens of B.C.? <This section should help the reviewer understand how this investment will benefit the Citizens of British Columbia. At this stage you may not be able to quantify the benefits of the investment, however should be able to provide a high level qualitative overview of the primary outcomes and anticipated benefits. These outcomes and benefits will be re-visited within the Business Case and will be quantified (where possible) at that time. If it is known at this time that some or all of the benefits cannot be quantified, this should be expressed within this section with a brief explanation as to why.> Dependencies, Risks and Other Considerations What else should OCIO & DMCTT know to enable prioritization of Government’s capital investments? <Within this section, please answer the following questions: Will this initiative depend on any other approved projects or programs? Or, do any other approved projects or programs depend on a solution for this business problem? Are there any significant risks to the delivery and/or attainment of benefits that the OCIO and/or DMCTT should be aware of at this time? Are there any other facts that the OCIO and/or DMCTT should be aware of when considering endorsement of this Concept Case?> Preparation Time Required Estimated Start Estimated Finish Stakeholder Consultation Approach Who will be consulted during writing of the Business Case? Why? <The objective of the ‘Proposed Response’ section is to provide sufficient justification to proceed with a deeper analysis of how technology can enable a solution to the business problem presented. As this is the objective, the Business Sponsor should ensure that the case for technology enablement is well illustrated within this Concept Case. Within this section: Articulate that an IM/IT-enabled investment is the preferred approach and offer suggestions as to how technology could be used. At a high level, discuss why the alternatives to IM/IT investment are less optimal. At a high level, discuss whether other parts of government may benefit from or use this investment>
