Geographies of Globalisation Gilbert AhamerGlobal Studies 5 Values are created by appreciation (“Wert-Schätzung Wert”) The lecturer’s pro- fessional experience shows that only appreciation for all paradigms (= views, perspectives) can provide the full picture of reality. DESIGN OF THE ACCESSION PROCESS TO THE EU 2. Gilbert AhamerGlobal Studies 9
10
10 EU accession - the historic miracle Not one dead (persons killed = 0) Mutual respect = intact any result is better than war But: are there still critical issues in the accession process?
11
11 The EU accession process Ping-pong style of working documents

12 Twinning on Air Quality 2000-2001: Austria (= Member State MS) & Slovak Republic (= Candidate Country CC) Budget = 666 k€ Resident Pre-Accession Adviser: 1 year in CC – Legal part – Technical part – Implementation part

14
14 Our Twinning on „Air Quality“ 40% of all tasks were fulfilled (average 25%)
15
15 Results of Twinning MS Project leader: „… to reach consensus that such a legal project is necessary at all(!)“ Technically: often weak compliance
16
16 Difficulties in practice: 1.Understaffing in administration of CC 2.Other culture of committments 3.Hierarchic workflow 4.Clear guidance is expected at work 5.Different approach to „law“: easy changes 6.History: law was imposed by the „others“ 7.The EU is seen as the „cow to milk“
17
17 Official conclusions made: Twinning must continue to be the cornerstone of EU‘s and the CC‘s joint efforts to foster Institution Building Günter Verheugen, Member of the European Commission 2001

DIFFERING PARADIGMS OF GLOBAL DEVELOPMENT 3. Gilbert AhamerGlobal Studies 18
19
The “magnetic field” of our globalisation discourse Modernisation theory Modernisation theory The concept of modernisation tries to replace earlier concepts such as “development” (in case of negative sign: underdevelopment, backwardness) or progress by a value-free term but is never- theless still tacitly used connected with an emphasis on values and teleological orientation. Gilbert AhamerGlobal Studies 19 Dependency theory Dependency theory Reason for underdevelopment of countries would not be internal but external factors such as especially colonialism. By executing power the developed countries would succeed in keeping the less developed countries in an ongoing state of poverty.

Your personal literature research Use the extremely wide selection of e-journals provided to you by university libraries (in your case by Graz university library)Graz university library The main access point is EZB (electronic library of journals)EZBelectronic library of journals Also look at DBIS and eBooksDBISeBooks If you want to use these services from outside the KFU campus, you may use two strategies for VPN (Virtual Private Network), e.g. from the comfort of your home and you enjoy the same wealth of worldwide literatureVPNVirtual Private Network In EZB, you should already know the name of the journal which you have to enter into the box on the left “Zeitschriften – schnelle Suche” Very useful search options are provided by Scopus(!) etc. … optionsScopus Gilbert AhamerGlobal Studies 23 development
