GUIDED SELF-REGULATORY (GSR) APPROACH ON MOTOR VEHICLES EMISSION CONTROL Control of Emission From Motor Vehicles Air Division Department of Environmental Malaysia
2
CONTENTS Current Regulatory Approach: Pros & Cons GSR Approach: Video Camera & Observation Fleet Operator PUSPAKOM & KYDL Vehicle Type Approval (VTA) Service Centre (SC) New KPI Threat to achieve GSR Way Forward and Improvement Conclusion
3
Current Regulatory Approach Curbside Testing & Inspection Video Camera & Observation Fleet Operator (FO) PUSPAKOM or KYDL Vehicle Type Approval (VTA)
4
Pros and Cons Pros Instant results On the sport enforcement & orders One to one awareness Public acknowledgement Cons Snapshot/ random inspection Hazard to the officer More man power High operating cost Data collection is not comprehensive Traffic congestion
5
GSR Approach Video Camera & Observation FO >10 unit Heavy Vehicle - KYDL Monthly reporting PUSPAKOM or KYDL VTA Application on-line Conformity Of Product (COP) Service centre (SC)
6
Video Camera & Observation Capture the smoky vehicles with the video camera Longer operation time Remote Sensing Devices Remote Sensing Devices Less man power More coverage More teams to operation in one time More teams to operation in one time
7
Fleet Operator (FO) Identify and Register FO Engagement with FO > 10 Heavy vehicles to be KYDL (full requirements);FO > 10 Heavy vehicles to be KYDL (full requirements); FO < 10 HV or others to perform periodic testing;FO < 10 HV or others to perform periodic testing; Routine Maintenance & Inspection (M&I) Record Keeping & Monthly Reporting
8
PUSPAKOM & KYDL Authorised Inspection Centre (AIC) DOE witness The Testing DOE carry out enforcement for non-compliance vehicles Record Keeping, Reporting & Data Analysis Training Provider for vehicle inspector
9
VTA Control of All Vehicle New Model On-line Application & Process (Targeted early Jan 2017) Database & Record Keeping Conformity of Production (COP) Monthly reportingMonthly reporting
10
Service Centre (SC) Routine Maintenance & Inspection (M&I) Train Inspector/ Tester Propose to Start at Larger Service Center, example HINO, Nissan, etc Initially as voluntary basis;Initially as voluntary basis; To be enforced in new RegulationTo be enforced in new Regulation More Coverage (estimate every vehicle) Record Keeping & Reporting On-line
11
Our KPI New KPI No Ops Statik (roadside inspection) Except Ops Bersepadu (with JPJ/ PDRM) Increase Video Camera/ Observation Issue Notice to confirm emission at PUSPAKOM Identify more FO & New FO (Heavy Vehicles & Buses) Call them and engagement with them to be come KYDL; PUSPAKOM/ KYDL Request and monthly reporting (issue Notice S.37,EQA1974); Conduct audit if necessary; Analyses the records and issue order to non-compliance vehicles; DOE observation, compound & Perintah Larangan (PL);
12
THREAT TO ACHIEVE GSR Approach Policy & legislation New policy; Current regulations need to be amended; MOT PUSPAKOM is not under DOE concession JPJ Holding the jurisdiction over motor vehicles SPAD Holding the jurisdiction over commercial vehicles KPDNKK All the services center is under the purview of KPDNKK Public New approach and concept Need public awareness and engagement
13
WAY FORWARD & IMPROVEMENT Way Forward Improve Law & Regulations DOE Capacity Building Auditing & Quality Control on inspection center & Competent Person Platform for Record Keeping, on-line Reporting Data analysis & Interpretation Improve knowledge on operating different type of testing instruments; Equip knowledge of vehicles inspection and maintenance, mainly in control equipment; Merge all the current control of emission from vehicle regulation into one comprehensive regulation; Must contain the element of vehicles inspection and maintenance with GSR approach; Data analysed to be used for decision making & for improvement of standards.
14
Current CP CP to operate smoke meter CP to operate CO/HC analyser KYDL/ Approve Facilities GSR CP CP to inspect vehicular emission - Vehicle Inspector Authorised Inspection Centre (under DOE witness) Competent Training provider WAY FORWARD for Competent Person
15
MORE OPTION TO BE CONSIDERED AS GSR i.Centralise M&I Database: Integrated system – JPJ/ JAS/ SPAD/ PUSPAKOM/ Service Centres/ KYDL ii.Mandatory M&I for individual vehicles (for road tax renewal): < 5 years not mandatory; 5 - 10 years – mandatory once in every two years; > 10 years – every years; iii.Mandatory M&I for commercial vehicles (for SPAD licence renewal): Twice in every year;
16
Conclusion GSR approach can save operation cost and man power; The implementation of GSR on motor vehicles emissions control are involving multi agency; Public awareness, responsibility & knowledge on Maintenance & Inspection is expected to improve; Having the emission testing facilities & inspection at service centre can help to improve the standard of services & compatible with the international standard; GSR on motor vehicles can obtain more comprehensive data from emission testing facilities and give higher confident in the compliance;
17
Vehicles Registration National VTA Approval or RSD (Remote Sensing Device) Online application DOE process application Notify through Apps Routine M&I Service Centre Centralize M&I Database System Data analysis & Decision making Competent Person Authorised Inspection Centre / KYDL Appointed, Control Quality of AIC & KYDL Competent Person Training & Capacity Building
