DR. REBECCA DANIEL-BURKE ERIN T. MARTZ, MLA, M.ED. TOP 10 CONCERNS ABOUT THE LICENSURE PROCESS: INQUIRIES AND COMPLAINTS RECEIVED BY ACA

WHAT DO WE HEAR…AND FROM WHOM? ACA Members contact us about the following issues: Rebecca—Career/Private Practice/Insurance/DSM-5 Erin—Ethics/Professional Standards

CALIFORNIA CONCERNS History of Licensure Budget cuts Grandparenting Process CALPCC Resources: http://www.calpcc.org/http://www.calpcc.org/

PORTABILITY From an Employment Perspective: Many must relocate in order to obtain a position Can be very difficult to transition from one state to another

TIME The length of time it takes to procure licensure once all requirements have been met varies greatly: Provisional licenses 6 months + LPC/LPCC/LMHC 6 months—1 year

EXPERIENTIAL REQUIREMENTS Vast differences in the requirements for post- graduate supervised experience: Virginia requires 4,000 hours to include 2,000 hours of direct client contact. Rhode Island requires 2,000 hours of direct client contact, and that is the extent of the post-graduate experiential requirement.

EDUCATIONAL REQUIREMENTS Vast differences in the requirements for acceptable graduate degrees: Arizona requires a degree from CACREP/CORE accredited program (60 credit-hour) Alabama requires a 48 credit-hour program (CACREP/CORE equivalent) Mississippi allows PhD in lieu of Master’s Degree

DOES EXPERIENCE COUNT? Experienced professional counselors who relocate may find themselves lacking educational and/or experiential qualifications as required by the state licensure boards—is there a way to substitute years of experience, or must these counselors pursue additional coursework and supervised hours?

PROVISIONAL LICENCES Not all states have conditional/temporary licenses— vast differences in titles/requirements: Confusion about scope of practice with these credentials Renewal concerns

WHAT’S IN A NAME? Title Confusion: LPC vs. LPCC vs. LMHC vs. LPC-S—which one is considered the terminal credential? Is there a difference in scope of practice? For example, MFCC became MFT in California

PSYCHOTHERAPY Which states allow psychotherapist title within counseling credential scope of practice? Colorado allows non-degreed individuals to register as psychotherapists”…problematic & confusing.

DSM-IV DIAGNOSIS & EVALUATION The ability to diagnose differs by state and individual scope of practice: Arkansas allows for “appraisal activities” which allow counselors to “assess” aptitudes, abilities, achievements, interests, etc. California allows counselors to conduct assessments for the purpose of establishing counseling goals Illinois—”testing and evaluation”/Iowa—”assessment” Indiana/Kansas—specifically mentions DSM-IV diagnosis INSURANCE CONCERNS
