9 National Traffic Safety Programme was planned to have 3 stages: –I stage: 2003-2006 – implementation of essential, efficient and less expensive measures. –II stage: 2007-2010 implementation of measures proven to be effective during I stage is continued and more complex and costly measures are implemented; –III stage: 2011-2015 – the results of the first two stages are analysed and complex, costly and postponed measures are implemented. The realization of traffic safety programme was devised through smoothly running 3-year activity plans with every year the first year being eliminated and a new year added. At the same time last year’s activities and results had to be evaluated and corrections had to be made in the activity plan for the next three years. The given activity plans are submitted to the Government of the Republic for approval by the Ministry of Economy and Communication in cooperation with ministries concerned, taking into consideration the traffic safety plans drafted by local municipal governments.
