2 „The character of the Silesian Agglomeration.” Silesian Voivode dr Tomasz Pietrzykowski SO CALLED „SILESIAN AGGLOMERATION” Urban area located at the centre of Silesian Voievodship One of the leading metropolitan areas in Poland Population: 2,223,000 citizens (5,85% population of Poland) Territory: 1466,47 square kilometre (0,45% territory of Poland) PKB/per capita: 7300 Euro (120% of PKB/per capita in Poland) Students: 200.000 (10,4% of all students in Poland)

THE STRUCTURE OF AGGLOMERATION TODAY The Union of cities – now 14 municipal units Currently based on voluntary cooperation among municipalities. Established on 8 th June 2007, developing its abilities FUTURE Statutory union establishing stronger ties Up to 19 member cities open to further accession Stronger legal, financial and administrative foundations Selective integration of municipal services respecting identity of all members

Overlocal - ranged common tasks (managing of building and leisures, organising mass performances, events, etc.) Common promotion of metropolitan area Some tasks of safety and crisis management Further tasks Taking over by the way of agreements any other region's and government's administration tasks (especially management of roads, schools, hospitals, airports, railway stations, etc.) MANAGEMENT/ORGANIZATION Legislative body – Union's assembly Composed of mayors of member cities Resolves on all important decisions concerning Agglomeration's policies. Executive Body – Management Board Management Board elected by the Assembly Composed of mayors (in future: regional director) responsible for daily operation, handles the office and administrative staff

11 Pyrzowice Airport Katowice International Airport International airport located in Pyrzowice, at the northern border of agglomeration (some 30 km from the centre of Katowice) Now the capacity of the airport amounts to 3.6 million passengers per year. The third bigger airport in Poland (after Warsaw and Cracow) Challenges: - new terminals and second runway - railway connection to Katowice (15 min.) and Warsaw (1,5h) - parkings & hotels, - cargo centre

12 Local public transport Local Public Transport Organised by municipal union KZK GOP since 19 th September 1991 (without local trains). Provides services for about 86 million passengers per year. One of the largest tram networks in the world, existing since 1894 and spreads for more than 50 kilometres (east-west). CHALLENGES: - comprehensive modernisation of local transport infrastructure and organisation - local trains, railway stations - park&ride systems - pedestrian zones - eligible and transparent passenger information

13 Science&Education 9 public universities, 30 private colleges. University of Silesia: 37,000 students. More than 10% of the Polish scientific and educational potential Medical, Technical, Musical, Economic and Fine Arts Universities & numerous scientific institutes CHALLENGES: Integration of dispersed university facilities, enhancement of cooperation with industry&business enhancement of involvement of academies in public life

14 Spodek Entertainment and Culture Spodek (a soucer ): the largest indoor arena in Poland for 11,500 people. Silesian Stadium 50-120.000 viewers for sport and cultural events (football matches, motorcycle speedway, music concerts) Now prepared as one of arenas for Euro 2012 Championships. Silesian Amusement Park, the largest city park in Poland (over 500 ha). Silesian Library (one of the leading facilities of this kind in Poland) 17 museums (including Silesian Museum) 16 theatres + opera theater 25 cinemas with 97 screens.

20 EUROPEAN UNION FUNDS FOR SILESIA 2007-2013 The amounts allocated from the European Regional Development Fund to the Regional Operational Programme of Śląskie Voivodship for the years 2007-2013 will add up to EUR 1,720,045,000. The amounts allocated from national programmes will add ca. EUR 2,5 billion. SOME IMPORTANT PROJECTS FOR 2007-2013: Further development of International Airport Pyrzowice International Congress Centre in Katowice University of Silesia and Academy of Economics Library Podium Arena in Gliwice New seat for the Silesian Museum A1 highway, city fast trains, modernisation of railways including connection to the airport
