2. Programme 3 Mineral Regulation Purpose To regulate the minerals and mining sectors to ensure economic development, employment and ensure transformation and environmental compliance. Objective To transform the minerals and mining sectors into one that competitively contributes to the sustainable development in the country. 2

8. Internal business processes 5. Monitor and enforce compliance The programme seeks to achieve 100% compliance with regulatory requirements. Mining Charter and legal compliance inspections (Social and Labour Plans, BEE and Mineral Law) Legal compliance inspections: Focus on all elements of the mining charter excluding housing and living conditions SLP Inspections: Focus on 8 identified priority areas of the Special Presidential Package on housing and living conditions of mine workers Environmental management plan inspections(Mine Environmental Management) Work programme (mine economics) inspections 6.Improve turnaround times Emphasis on adherence to prescribed time frames ( granting and issuing rights, registration of rights and recordal of mining permits) 8
