Center Mission Statement The Centers of Excellence and Expertise strengthen America’s economic competitiveness and security through integrated industry knowledge and expertise, innovative trade processing procedures and trend analysis, global collaboration, and strategic and impactful trade enforcement actions. The Centers: Strategically process post-release trade activities within industry sectors on a national basis Focus on industry-specific efficiencies to facilitate trade, reduce transaction costs, and increase uniformity and consistency Serve as an industry-focused resource for the public and private sectors Assess trade risks on an account and industry-wide basis to increase compliance with import laws, protect the American public and economy, and enhance the effectiveness of enforcement efforts 2

3 What are Centers of Excellence and Expertise? Industry-focused and account-based points of virtual processing for post-release trade activities Aligned by 10 key industry sectors in strategic locations Consolidate existing expertise and build industry- specific education to authoritatively facilitate trade Provide national overview of accounts (importers) to identify areas for further facilitation or corrective action Serve as a resource to the broader trade community and to CBP’s U.S. government partners Centers will be integrated into every facet of the trade process; from pre-arrival to final liquidation

Center Implementation As of March 23, 2016 all 10 Centers are fully operational for post-release processing within their industry sectors. Activities performed by the Centers Methods of document submission 7

Document Submission CBP applies a unified method for document submission 3 digit team codes 10 teams per Center The first three team codes will be handled using account based processing The next six team codes in the sequence will be processed using account based methods in the future Example: The Electronics CEE, 007: Team codes 007-027 for account based processing Teams 037-087 are used for all other accounts Methods of Document Submission Document Image System (DIS) ACE Portal 8

Customs Brokers and the Centers Engage your Center-assigned customers: Ensure they fully understand the Center concept and how it will change their interaction with CBP Ask to be included in industry conference calls held with the Centers Offer advice and guidance based on experiences with other customers Begin engagement with Centers to develop relationships previously held with local ports ACE Portal – Sign Up! Develop internal management systems and processes 11

12 CBP continues to collaborate with the trade community resulting in the development of unified processes as well as technical instructions for operating in a virtual and transparent environment. To provide transparency into Center staff across the nation. Organizing contact email addresses in ACE portal for transparency and ease of communication. The Path Forward What can you, as Customs Brokers do as we move forward? Continue to understand there will be a transition period as we work together through this major change to post release processes and procedures. Continue to share ideas for streamlining processes and increasing transparency. Continue to educate your clients on this major change to the way we perform post-release work.
