SMUD seeks the assistance of qualified firms to perform a comprehensive survey of SMUD’s medium time-of-use service customers SMUD intends to award one (1) contract with the proposed completion date expected to be no later than December 30, 2016. The proposed work will include the following tasks: Coordination with SMUD staff Develop sampling plan and survey instruments Conduct survey of sample commercial customers Develop database of survey responses Statistical evaluation of collected data Preparation of a conclusive report of findings

1. Examine energy use characteristics by building type and industry sector. 2. Develop estimates of end-use equipment saturations. End-uses are to be classified by fuel type and equipment and technology for; Space Heating, Space Cooling, Ventilation, Water heating, Cooking, Refrigeration, Industrial process, Indoor lighting, Outdoor lighting, Office equipment, and other miscellaneous end-uses. 3. Develop estimates of electricity use for each end-use based on hours of operations, engineering simulation or statistical models along with their associated load shapes. 4. Describe building characteristics by business activity, building shell, square footage, and vintage. 5. Adoption of energy efficient end-use technologies to support the design and planning of SMUD’s energy efficiency programs.

Proposers are advised that the California Public Records Act (the “Act”, Government Code §§ 6250 et seq.) provides that any person may inspect or be provided a copy of any identifiable public record or document that is not exempted from disclosure by the express provisions of the Act. Each Proposer shall clearly identify any information within its submission that it intends to ask SMUD to withhold as exempt under the Act. Any information contained in a Proposer’s submission which the Proposer believes qualifies for exemption from public disclosure as "proprietary” or “confidential” must be identified as such at the time of first submission of the Proposer’s response to this RFP. A failure to identify information contained in a Proposer’s submission to this RFP as "proprietary” or “confidential” shall constitute a waiver of Proposer’s right to object to the release of such information upon request under the Act. SMUD favors full and open disclosure of all such records. SMUD will not expend public funds defending claims for access to, inspection of, or to be provided copies of any such records. SMUD promotes a goal of 20% SEED participation in SMUD contracts SEED Price Advantage- SEED qualified bidders will receive a price advantage which is 5% of the lowest bid as determined by SMUD Non- SEED prime Proposers may earn up to 10 evaluation points for proposing 20% or more SEED subcontracting.
