4 4 Block Parties & Public Assemblies “Block parties” - gatherings of less than 100 people for neighborhood social event which obstructs vehicular traffic as defined in F.S. 316.2045(1), on a local street or road in a single family residential area. “Public assemblies” - gatherings of 100 or more people for parades, races, walks, rallies, protests, or other large-scale events taking place in public park, public right-of-way, or public road.

6 6 Block Party Ordinance Timeline Early 2006 – The draft ordinance was developed by County Legal Staff. July 2006 – The draft ordinance was sent to the OC Homeowners Association Alliance. August 2006 – County staff received comments back from OCHAA. October 2006 – County staff met with representatives of OCHAA. October 2006 – A review of neighboring municipalities permit requirements was completed. February 2007 – The Block Party Ordinance Workshop was conducted to the BCC.

8 8 Current Practices Citizens contact staff and request information on permitting and requirements for block parties. Currently, no requirements exist for block parties in unincorporated Orange County. Citizens hold block parties that obstruct roadways, without prior approval of Fire Rescue, OCSO or Traffic Engineering.

10 10 Neighboring Jurisdictions’ Practices Most neighboring jurisdictions require some type of permit or approval for block parties.

11 11 Neighboring Jurisdictions’ Practices Many neighboring jurisdictions do not allow alcohol consumption at Block Parties.

12 12 Neighboring Jurisdictions’ Practices Some jurisdictions assist citizens with traffic barricades or cones for roadway closures.

14 14 Proposed Requirements The permit application will be required at least 10 days before block party. A block party can take place only in a single-family residential area.

15 15 Proposed Requirements A block party shall not take place on a particular road more than four times per calendar year. The block party will need to be approved by a majority of homeowners on the street where the block party is proposed. (Non-objection Petition)

16 16 Proposed Requirements Block parties are not to be open to the general public. Clear access for emergency vehicles must be maintained. Alcoholic beverages will not be permitted, served, or consumed on the local street.

17 17 Proposed Requirements Block parties will begin no earlier than 10:00 a.m. and end no later than 10:00 p.m. New Year’s Eve Block Parties will be allowed to end no later than 1:00 A.M. Sound amplification equipment or devices will be permitted, subject to compliance with Noise Ordinance. An application fee of $25 is required.
