How are they funded? 8 States currently using BJA grant funding for SAVIN implementations Iowa Idaho Indiana Oklahoma Pennsylvania Virginia Washington Wyoming States use funds from various sources to continue the program: Crime Victim Comp Funds PIE Funds VOCA Administrative Funds General Fund

General Appropriations/Recurring and Nonrecurring Fierce competition for limited money Priority given to existing programs Must have sound political strategy and support base

Private Sector Prison Industries Wage Deductions Manufacturing –Regulated by Federal Law with victim services deduction mandated –Underutilized source of revenue Services –Not regulated by Federal Law –Virtually unknown and untapped source with wide discretion to determine deduction

Work Release Assessments Deductions governed by both statute and policy Generally an untapped resource Probation and Parole Assessments Generally defined by law Stable source in that employment is a condition Size of population offers tremendous potential

Offender Fines and Surcharges Generally not viewed as a tax If appropriately targeted, only offenders pay Usage Fees and Targeted Taxes Easier to market than general taxes May be correlated with crime (i.e. alcohol consumption and weapons purchases)
