TAX DIGEST AND MILLAGE RATE 2015 What is a Digest? The total Net Assessed Value of Real, Personal Property, Motor Vehicles, Mobile Homes, Timber and Heavy duty Equipment. What is a Millage Rate? A levy which is established by the Governing Authority for purposes of financing in whole or in part the taxing jurisdiction’s expenses for their fiscal year

STATE OF GEORGIA REQUIREMENTS WHEN THE CITY DOES NOT ROLL BACK THE MILLAGE RATE Senate Bill 177 Senate Bill 177, Act 431, passed during the 1999 legislative session, signed by the Governor on April 30, 1999, effective January 1, 2000, established the “Taxpayer Bill of Rights”. Each year there are two types of value increases made to a county tax digest: 1. increases due to inflation; and 2. increases due to new or improved properties. Taxpayer Bill of Rights The “Taxpayer Bill of Rights” requires that if the levying or recommending authority elects to set its millage rate higher than the computed rollback rate, then a press release must be issued, and three public Hearings advertised and held before the final adoption of the millage rate.

Roll Back Rate Calculated 2015 Digest Statistics: Total Increase ( Net of Exemptions) $50,635,228 ( 4.7% of the total Digest) $14,416,427 : Other changes to Taxable Digest (28% of the increase new growth) 36,219,701 : increase in Reassessment of Existing Real Property( 72% of the increase must roll back ) Total Digest: 1,070,687,745 Apply Senate Bill 177 Prior Year Millage Rate: 5.784 Millage Equivalent of Reassessed Added Value:.196 Rollback Rate: 5.588 ( 5.784-.196 = 5.588)
