3 Role of Government Relations: What we do Provides government representation for the Mayor and City Commissioners, all City bureaus, the Portland Development Commission, and the City Auditor. Advances the City’s state and federal legislative agendas by working with federal, state and regional governments, and a broad range of nongovernmental interests.

6 The 2009 Session: Recap Governor, House and Senate under single-party control Drastic budget cuts were proposed in response to sharply declining state revenue One-time federal funding and use of rainy day funds helped mitigate revenue loss and avoid many proposed budget cuts

8 The 2009 Session: Accomplishments Transportation funding package – HB 2001/SB 34 –Transportation funding package (HB 2001/SB 34): –$21 million additional to Portland per year to maintain our streets, build and maintain sidewalks, and bond $100 million for the Sellwood bridge –$30 million in ODOT funds to build a new Sellwood bridge –$24 million for elderly and disabled transit, bicycle and pedestrian and carpool projects Expansion of health care coverage to low-income children and adults – HB 2116 Document recording fee for affordable housing – HB 2436 Energy Efficiency and Sustainable Technology loan program (EEAST) – HB 2626 Climate Change: Low carbon fuel standards (HB 2186), environmental performance standards for buildings (SB 79)

9 The 2011 Session: Setting the Stage State Economic Forecast –Recovery from economic crisis is slow with economists projecting a “decade of deficits” for the state –$577 million budget shortfall projected in May 25 th forecast; next revenue forecast due on August 26 th –Governor has implemented 9% across-the-board budget cuts –Possibility of 2010 special session –Forecast indicates continued revenue shortfall for 2011-2013 biennium What does economic forecast mean for the City? –Limited funding for City’s priority projects –Need to protect funding streams to the City from the State –Potential for budget discussions to overshadow policy discussions November elections

10 Examples of Exploratory Legislative Concepts Provide funding for community-based mental health services Advocate for a Road Finance Study to analyze the distribution of state transportation funding; target regional funding for underserved areas Increase Funding for the “Safe Routes to Schools” program
