2. What is the purpose of the meeting? During this meeting, the Department intends to provide Vendors with an overview of the format of the Comprehensive Health Care Services-Inpatient and Outpatient Mental Health Services ITN. Additionally, this provides interested Vendors an opportunity to tour representative institutions where services will be rendered so they can better understand the complexities of the Department’s prisons. This will enable Vendors to provide more realistic and appropriate Replies. 4. Ground Rules for the Pre-Response Conference Remember to leave your cell phones, tablets, smart watches, cash over $60, excessive jewelry, guns, ammo, knives, change, and purses in your vehicles. You will need a photo ID. This will expedite the entrance process into the institution. Please understand that this is a functioning, operational prison and we should do everything we can not to intrude on the staff and inmates. Questions relevant to the physical facility can be asked on the tour but we request that you hold the remainder of your questions until the pre- response conference, immediately following the tour. When asking questions, please ask one question at a time and state your full name and company name. Please remember that answers provided during this conference and site visit are unofficial. All official questions should be submitted in writing, in accordance with Section 4.3 of the ITN. The deadline for the first round of questions is March 15, 2016.

ITN Format Section 3 of the ITN, Scope of Services Sought is broken into eight (8) primary areas: Program Management Mental Health Assessments Mental Health Services Outpatient Services Inpatient and Infirmary Services Pharmaceutical Services Quality Management Re-entry and Aftercare Planning Each service area is further divided into Requirements, Performance Measures, and Deliverables. Each is numbered to facilitate an easier process in responding, evaluating, and discussing specific Requirements, Performance Measures, and Deliverables.

9. ITN Format (continued) Requirements These are the minimum service requirements that must be met to successfully provide services under a resulting Contract. Performance Measures These are outcome based measures that ensure that services are being provided in compliance with the Department’s expectations. Each performance measure has an associated financial consequence. Deliverables Deliverables include required plans, reports, presentations, etc. that must be submitted, as required by a Requirement.

10. Price Information Sheet Cost information should be included on Attachment IV, Price Information Sheet. Pricing should be submitted services statewide. Remember to submit pricing sealed separately from your Technical Reply, per the instructions in Section 4.8 of the ITN.

11. For clarification, please note that this solicitation does not include the implementation or maintenance of an electronic health records system.
