@ StratMos Final Conference - September 7th, 2011 – Brussels Carsten Westerholt Interreg IVB North Sea Region Programme Secretariat Interreg is moving forward!

Transnational Cooperation Programmes 2007 - 2013

Accessibility in the NSR VARIES STRONGLY Based on: Potential accessibility by road, rail, and air Time to market meso-scale (accesibility by rail and road, weighted by population) ESPON 2005, 3rd Interim Report

NSR Transport and Accessibility Advanced TEN-T Network including main roads in the NSR Lack of effective inter-modal systems (sea-road, sea-rail, road-rail)

NSR Transport and Accessibility  High dependency on road-based transport

NSR Transport and Accessibility Over 500.000 in NSR are directly employed in shipping and ports. NSR hosts Europe’s seven largest ports, which handle approximately 1000 million tonnes of goods every year. NSR is the busiest area in Europe for short sea shipping with almost 700 million tonnes shipped internally each year.

Cluster: WaterCAP 2.1 Sustainable development of the coastal land and sea areas through integrated coastal zone management LNS, TIDE, BLAST, BLAST ext. SUSCOD, SUSCOD ext. 2.2 Developing preventive and responsive measures to address acute and chronic marine pollution Ballast Water, Ballast Water ext. 2.3 Adapting to and reducing risks posed to society and nature by a changing climate Aquarius, CLIWAT, CPA, DiPol, Mare, SAWA, BioCHAR 2.4 Promoting environmentally responsible energy production practices enerCOAST, North Sea SEP, C2CI, C2CI ext. 10 The different approaches to transport and logistics in the North Sea Region Programme

4 Approaches through 11 projects  Electric Mobility, renewable energy supply/energy efficiency  Promoting Inter/multi-modal transport corridors and logistics  New technological solutions for the transport sector  Sustainable Accessibility

Promoting Inter/multi-modal transport corridors and logistics Shift of cargo from road to sea based on intermodal transport. Supporting Motorways of the Sea/transport networks in integrated logistical chains The promotion of green transport corridors as a practical solution towards improving efficiency

Promoting Inter/multi-modal transport corridors and logistics  Development, design and set-up of effective hinterland intermodal freight transport nodes  Enhancement of multi-modal accessibility and interconnectivity of ports of regional importance

New technological solutions for the transport sector The development of intelligent transport systems and dynamic logistic solutions to improve accessibility Innovative and sustainable solutions in ferry (fuel) technology

Transport projects delivering actions through... -Jointly developed and tested measures -Development of Innovative transport solutions -Research and development through complementing expertise -Developing industry oriented tools for implementation in the NSR -Linking knowledge networks and institutions across the region.

Increased awareness and knowledge Output Input Studies New solutions and approaches Growing transport sector – congestion and emissions Highly energy dependent economy High availability of alternative transport modes and nodes Experience in the field of transport technology Potential for increased efficiency Capturing the outcomes of cooperation Extended networks Pilot/demonstration projects Strategies, concepts and action plansPreparation for further investment Improvements in the pilot regions Funding, partnerships, activities, stake holder Unlocked investments & actions in regions analysed transnational take-up of solutions Incorporation of results in regional, national and EU-policies and across the transport sector Fascilitation of change in other related fields...? Considerable gains in efficiency, alternative fuels, transport and logistic concepts, emission reduction Outcome

Moving on.... Europe 2020 demands focused action and that every European region should identify the actions that will give the greatest gain for the funding invested and make a real contribution towards smart, sustainable and inclusive growth.

Moving on... Roadmap to a Single European Transport Area - Towards a competitive and resource efficient transport system By 2050, key goals will include: No more conventionally-fueled cars in cities. 40% use of sustainable low carbon fuels in aviation; at least 40% cut in shipping emissions. A 50% shift of medium distance intercity passenger and freight journeys from road to rail and waterborne transport. All of which will contribute to a 60% cut in transport emissions by the middle of the century.

Moving on... The Programme carries ongoing evaluation out as a key business tool to understand strength and weaknesses in current working models of the North Sea Region Programme 2007 – 2013. To improve the Programme implementation To assess the existing strategy, management and implementation of the Programme To suggest any appropriate changes for improving the quality and relevance of the Programme activities and management Ongoing Evaluation

Cluster Projects Moving on...

To establish the state-of-the-art in maritime transport based on existing North Sea projects Projects involved: StratMoS, BLAST, Ballast Water Opportunity, Cruise Gateway, DryPort, Northern Maritime University Maritime Transport Cluster

Goodbye StratMoS and thank you very much for your very good co-operation! It has been a pleasure working with you! www.northsearegion.eu
