Introduction This project focuses on organizations capacities and institutional surroundings in Lithuania in Sakiai, Jonava, Kaunas, Kedainai focusing on District Rules, Policies, Local action groups, Rural communities, Local government. Mission: analysis the local organizations capacities and institutional surrounding, following the project period 2th -13 th May 2016 Vision: Our vision is to improve local organizations capacities through the community participation of LAGs, Stakeholder, working in partnership by supporting the technical and vocational training skill so they can increase their incomes for the PROGRESS of the illustrated districts 4

Definitions Organizations are made up of groups of individuals bound together by some common purpose: Organized communities work to have their voices heard and their demands met towards development of the communities Local organization capacity refers to the ability of people to work together, organize themselves, and mobilize resources to solve problems of common interest Local organization are bodies strengthening partnership between Governmental and Non-Governmental Organization towards sustainable rural development Institutions are systems of established and embedded social rules that structure social interactions. 5

Rural Community of Kedainiai The local actions groups in this community are made of volunteers, The community investment to build centers The community organize small programs for children, Building bats houses, Camping trip to forest to see how animal lives, special cutting of grass by hands The community LAG has a small business making natural Juicy with a delicious recipes. The community organized first day of October tradition returning of locals living abroad, The events is organize every year. 7

Community of Sakiai Sakiai district They produce big amount of milk, renovating many heritage, supporting youth to take part on different activities basketbal to train youth because sakai basket brought out the famous basterballer of lithuania playing. LTD Gulbele manufacturing,retail food and goods of daily demand,confectionary and have their shops in kaunas,mariampole… They have 2 local action groups and 1 region Gallery of exhebution where we saw the status of poetas pranas vaicaitis(1876-1901) Šakiai has a chrch built on 1719. Small river is called place for love 10

Community of Jonava Jonava is the ninth largest city in Lithuania with a population of 46,000 occupant. It is located in Kaunas County in central Lithuania, 30 km (19 mi) north east of Kaunas, the second-largest city in Lithuania. The mayor of Jonava is the youngest mayor Mindaugas Sinkevičius. Jonava has the best fertilizer in the whole of Lithuania, they have collaboration with other countries outside the Baltic countries in terms of fertilizer they also export most of their fertilizer to countries such as United states, Australia, New Zealand and France. 13

SWITZERLAND One of the municipality in Jonava is called Switzerland where the LAGs have manage to organize event for the local community, the event center for craft was set up by the LAGs in 1992, this place was once a soviet union building before it was re-established by the LAGs. 14

Problems Identification There are various challenging institutional surrounding in Sakiai, Jonava, Kaunas, Kedainai Distrct, different development, Inadequate cooperation with local government, Rural communities, Local actions groups, stakeholders, NGO’s and this bring negatives effect on the development for the rural communities Inadequate institutional support, rules, policy and networks in rural areas and is a constraint to rural development. Institutional surrounding in rural areas results in a centralized planning that supports farmers, rural communities 16

Problems Identification Low partnership with LAG of different districts Cooperation between local residents and the business does not meet the needs of local development Lack of cooperation between district farmers and rural local entrepreneurs especially in remote area Inadequate of development programs by the local governements Low structural funds to the territories 17

STRATEGY OBJECTIVE (FOR 5 YEARS) Change rural business and improve competitive advantage To help develop organizational and leadership skills and promote volunteer growth in the community To expand local development strategies Effective cooperation between stakes holders and local organization Bring rural community and other organizations need to work cooperatively-Local residents – their skills, experiences, passions, capacities and willingness to contribute to the project. To involve all members in meeting those goals established The next step in community organizing is to choose specific actions to carry out the strategies and tactics you have developed. (These action steps are the bread and butter of your community work. They should be very explicit, specifying who will do what in what way by when).choose specific actions ALL STAKEHOLDER GROUPS WILL BE RESPONSIBLE FOR IMPLEMENTING THE STRATEGY OBJECTIVES 22

Conclusion Rural community has an array of local public, private and nonprofit institutions. Each of these institutions has resources – such as personnel, space, expertise, equipment, and economic power – that can be contributed to local sustainable projects which are often powerfully related to the involvement of residents. 23
