Selected MESSAGES/PRIORITIES: PU6 - - Land as resource – The urbanization of land is the way to generate the financial resources needed for public investment in sustainable urban and territorial development - Planning is a critical practice through which urban rights are embedded in space, design and law. Planning to enable adequate living conditions for all - Land market is a driving force of urbanization People-centered approaches; the built environment and its link to poverty reduction; and urban governance to promote equity, inclusion, participation and inclusive citizenship

ACTION-ORIENTED RECOMMENDATIONS: PU6 - Public spaces should be incorporated into urban planning and design - Public space could be a substantial contribution to the quality of life and cities - Land use and tenure should be flexible to accommodate future changes - Planning for and with people - Finding an equilibrium between Top-down and Bottom-up approach - Government to adapt sustainable development - Recognizing the public and governments that represent the people must be the leading agencies - We must have communication strategies - Use of urbanized territory may not be sufficient; therefore we need spatial strategies that combine urban land with new spaces around cities - Migrants flows are key to economic growth – practices able to address these challenges - Urban planning should reflect social equalities, advocate low carbon concept in urban planning and push forward green development.

ACTION-ORIENTED RECOMMENDATIONS: 1/3 Recognise metropolitan areas not only municipalities; Recognise the role of intermediate cities / satellite towns and peri-urban areas is structuring the space and territory development (city-region and food systems) (strategic) Agreements and contracts (cost-sharing) between national and local governments (Finland): land use, infrastructure transport and housing IG-UTP (international Guidelines on Urban and Territorial Planning) as key for implementing the NUA Continuum of Human Settlements: Monteria, Cuenca, Montreal From project and piecemeal approach to long term, integrate, strategic and holistic approach

ACTION-ORIENTED RECOMMENDATIONS: 2/3 Synchronize metro dev with transport systems; efficient land markets Data banks for measuring progress Capacity development for metro Nexus between Governance, planning and governance Addressing overlapping jurisdictions Long term (institutions) and short term solutions (specialized agencies) National governments to facilitate access to international funding mechanisms by local authorities.

Strong national systems of cities and other human settlements are the hubs of balanced territorial development. It is time to build strategic partnerships among governments at the global, regional, national, sub-national and local levels to create strong national systems of cities and urban areas, to ensure a broader financing base for investments and to facilitate more balanced territorial development.
