GPOI Basics Five-year initiative, began FY05, about $100M/y Three major components: –Train and equip units in countries interested in increasing their capability for peace support operations –Deployment Support –Expanding Stability Police capacity G-8 Sea Island Action Plan for “Expanding Global Capability for Peace Support Operations”

GPOI Modalities Central Funding/Oversight from Washington Interagency Collaboration on overall Strategy Decentralized Execution: Key Role of U.S. Regional Commands, e.g. PACOM Sampling of of types of execution: –Training provided directly by U.S. troops or U.S.- based contractors –Direct provision of equipment –Funding for transport

4. Global Train & Equip Key gap: number of peace support operations (PSO) troops, including specialized units 75,000 PSO troops worldwide over five years Emphasis on Africa; also increase capabilities in Asia, Latin America, and Europe Work through regional/sub-regional organizations, bilateral training Specialized training (engineering, medical, logistics, communications) Deployment equipment for PSO units Sustainment training through exercises

5. United Nations Link UN and its 18 Peacekeeping missions need unprecedented number of troops (100,000+) GPOI training is to UN standards, and largely for benefit of UN peacekeeping Frequent consultation, information exchanges with DKPO Working with UN on Mission Essential Task Lists

6. Africa Expand Africa Contingency Operations Training and Assistance (ACOTA) training program Multinational exercise Add specialized training Increase capability of headquarters of African Union (AU) and Economic Community of West African States (ECOWAS) with training, advisors and communications equipment

Asia Work with regional/sub-regional organizations, especially ARF Support for existing peacekeeping training centers Bilateral training: e.g. PSO Training in Thailand and Mongolia Support for specialized training (e.g. logistics, communications) Khaan Quest Exercises in Mongolia Deployment support (Indonesian transport to Lebanon) Training for Stability Police Trainers

8. Deployment Support Key gap – deployment support (transportation and logistics support) for international units deploying to PSOs Transportation and logistics support arrangement (TLSA) helps address gap Framework for matching transport/logistic needs to those who will supply them

9. Center of Excellence for Stability Police Units (COESPU) Key gap – increase number of gendarme or “stability police” able participate in PSOs Italian-run center in Vicenza, international staff Train-the trainer, pre-deployment training, mobile training teams COESPU has graduated over 500 senior- level trainers

10. Global Clearinghouse U.S. hosted first meeting October 2005, on Africa only Aims to facilitate coordination, sharing of information to avoid duplication of effort Global Clearinghouse tentatively planned for May/June in Washington

11. Global Collaboration ● Intent is not to provide training indefinitely ● GPOI aims at increasing capacity of global partners to provide well-trained and equipped PSO troops ● Also aim at increasing pool of formed police units for peace operations
