60 Years of History Comprehensive plan of education for children with disabilities including establishing first special class in Korea - Conduct first survey on the children with disabilities and provide support policy for children with disabilities in 1960 - Build a rehabilitation center for the children with disabilities - Conduct social rehab programs for residential children with disabilities at home such as a disability camp and a painting exhibition etc. ‘Korean Society for the Disabled’ Established by Dr. NakJun Baek in 1954, Start the Korean history of Welfare for PWDs - Established with the support of $5,000 from the president of Rehabilitation International, Howard Rusk (president of the American-Korean Foundation) for war orphans and children with disabilities - Provide medical & counseling aid, fundraising, promote PR and social participation to societal leaders -Membership in Rehabilitation International in 1954 – Beginning of international cooperation and introducing advanced policy 1960 1950 4 Establishment Period

60 Years of History Urge the government to take measures for PWDs and develop comprehensive disability policy - Publish magazine of “Rehabilitation” and held seminars & symposiums - Proclaim “Rehabilitation Decade(1971-80)” and raise awareness by celebrating April 20 as “Rehabilitation Day” - Develop a draft Welfare act on the disabled in 1972 - Ensure accessibility in buildings by rasing issues, proposing design guideline and holding exhibition 1970 5 1980 ㆍ Partnership with the government on the disability welfare policy and contribute to the enactment of Law - Enact the welfare law for PWDs / declaration of legal International Day of PWDs - Held Sports Festival for PWDs / work as a secretariat for the 88 Paralympic - Develop a draft employment promotion act for PWDs/ held national abilympics for PWDs/ host commissioned examination for special recruitment of Seoul city officials for PWDs - Introduce CBR pilot program in association with WHO/ entrusted management of Seoul Nambu Welfare Center for PWDs - Establish Rehabilitation Institute and Korea Rehabilitation Fund - Exhibition on assistive device for PWDs/ vehicle modification project for PWDs Growth Period

Establish organizations exclusively for informatization and welfare of PWDs - Establish Korea Employment Agency for the Disabled, Sport association for the disabled (Disabled People's Development Institute), Disabled First Campaign Center, Korea Differently Abled Federation and Disability IT support center all over the country - Operate disability information portal site, IT education, PC distribution and IT contest etc. - Assistive devices aid project for PWDs (sponsored by SBS, LG Welfare Foundation, Korea Tabacco&Ginseng Corporation) - Construct RI Korea expert committee (12 subcommittee, 350 people) - Lead the1st Asian and Pacific Disabled Decade(1993-2002) and held the mid-term evaluation meeting 50 years since its founding: Re-establish history of the Korean welfare of PWDs and start massive investment for future generations - Evaluate Korean disability welfare policy for last 50 years and propose vision/ publish a ‘50 years of the Korean Welfare for PWDs’ - Propose a master plan of disability policy and monitoring it (presidential campaign promise and 5-year comprehensive plan) - Organize “Global Challenges for the young adults with disabilities” - Investment for future generations: support the dreams of youth with disability families and create new-leadership - Movement to introduce an Anti-discrimination act & the UN CRPD and ratify them. International development cooperation(IDC) for PWDs in developing countries living in poverty without human right protection - Enhance KSRPD’s global status through holding the 2012 Incheon International Disability Conference including the 22 nd RI World Congress - Global ICT projects: conduct IT education for PWDs in developing countries, hold Global IT Challenge for youth with disabilities, establish ICT education center in developing countries with the support of KOICA(the first country: Vietnam) - International development cooperation(IDC) activities: revise the Act for International Development, demand KOICA for disability-inclusive IDC perspective, operate an implementation commission of the Incheon Strategy(3 rd Asia-Pacific Decade), review the implementation of the UN CRPD, submit a NGO report to the UN CRPD committee, conduct Korean disability leader’s special lecture tour in the Asia-Pacific region 2010 7 Takeoff Period
