About Clean Air Asia Clean Air Asia is an international NGO established in 2001 as the premier air quality network for Asia by the Asian Development Bank, World Bank and USAID. Our mission is to promote better air quality and livable cities by translating knowledge to policies and actions that enable Asia’s 1000+ cities to reduce air pollution and greenhouse gas emissions from transport, energy and other sectors. We became a UN-recognized partnership in 2007, our network spanning 250 organizations in 31 countries in Asia and worldwide. Our core programs are: air quality and climate change, clean fuels and vehicles, low emissions urban development, and green freight and logistics. www.cleanairasia.org

Cities Clean Air Partnership (CCAP) An initiative to provide concrete support to move cities progressively towards cleaner air. Launched in August 2014 by Clean Air Asia and the International Environmental Partnership of EPA Taiwan and US EPA. Key elements include: C 3 city-to-city cooperation ๏ for peer-to-peer learning and technical assistance to cities City certification ๏ to provide incentives and recognition for city level clean air actions Knowledge platform ๏ to provide cities with online information, resources and tools including an online experts database

3 Implementation C 3 Partners: Taipei-Pasig IMPLEMENTATION STATUS Area of cooperation: Taipei to assist Pasig in developing a city-wide public bike sharing system Informal meetings held between Taipei and Pasig in Washington D.C. (Aug 2015), Taipei (Nov 2015), and Manila (March 2016) Action list template for bike-sharing developed by Clean Air Asia and reviewed by US EPA

4 Sharing of results and lessons learned Events in 2016 City-to-City Cooperation session at the High Level Seminar on Environmentally Sustainable Cities organized by IGES in Hanoi (February 2016) C3 session to be organized at the Better Air Quality conference in Busan, S. Korea (August 2016) C3 event to be organized by Clean Air Asia and hosted by EPA Taiwan in Taipei (November 2016)

Continue support to current 5 city pairs (Taipei-Pasig, Kitakyushu-Haiphong, Bangkok-San Diego, Taichung- San Jose, and Kaohsiung-Philadelphia) to complete the action lists complete the program, and re-register for partnerships with new cities New cities will be invited to join the C3 program and support at least 10 new cities in C3 2016 C3 activities

City Certification ACTIONSOBJECTIVES Governance Develop vision, leadership, policies, plans and ensure human and financial resources Provide information access and ensure public and stakeholder engagement Assessment Monitor exposure (including monitoring of concentration, duration and boundaries) Analyze and report health and other impacts Determine the relevant sources and priorities for clean air action plan through emissions inventory and source apportionment Control Measures (Emissions Reduction) Implement air pollution mitigation strategies for priority sources To provide cities a clear roadmap to incrementally improve management capacity level and realize air quality improvements year by year. To be awarded with the bronze-level certification by Clean Air Asia, cities need to implement bronze-level actions categorized into:

CITY SUBMITS EXPRESSION OF INTEREST CITY completes online assessment to determine eligibility to be a CANDIDATE CITY. http://cleanairasia.org/ccap/ci ty-profiling-2/ SELECTION OF CERTIFICATION LEVEL CANDIDATE CITY selects its attainable certification level, whether bronze, silver or gold. COMPLETION OF ACTIONS CANDIDATE CITY performs the actions for the targeted certification level and submits the required documents for verification. AUDIT THIRD-PARTY AUDITOR verifies that actions have been taken and completed. AWARDING OF ECO-LABEL (SEAL OF APPROVAL) Clean Air Asia awards certification seal to successful CANDIDATE CITY How does this look like for a city? Certification Steps (proposed)

Bronze-level certification (pilot) shall be launched at BAQ o Bronze-level certification actions are finalized and endorsed by international experts through the consultation process which shall include city representatives and key stakeholders. o Each certification action will have a peer-reviewed, online description on what to do to get the action done, who should be involved, project costs and resource needs, why it is important, and a link to the profile of experts in the CCAP database who can provide more help. o The organizational structure behind the bronze-level certification for approval and revision of actions is set up. Bronze-level certification starts its pilot phase in 5 cities which have already agreed to participate in the 2016 program Partners and donors are invited to support CCAP 2016 certification activities

Register at least 30 new cities to join CCAP Integrate the technical backbone of the certification system into the CCAP web platform Prepare and upload at least 15 action descriptions as technical resources on the web platform, developed with expert guidance Cities use the online forum to pose questions to experts on specific air quality concerns, and by cities and experts to review and comment on the draft bronze-level certification actions and toolkits. 2016 knowledge platform activities

Better Air Quality (BAQ) Conference - flagship event of Clean Air Asia since 2002 Leading event on air quality in Asia, covering the key sectors of transport, energy, industry and climate change, with a particular emphasis on government policies and measures. Policy makers, practitioners, and industry leaders meet to network, innovate, learn and share experiences Past BAQs have proven to leverage change, influence policies, initiate new projects and establish innovative partnerships Organized by Clean Air Asia in partnership with the host city, national environment ministry, ADB and World Bank, and several supporting organizations
