Understanding of SUPOTH PI (TF) development PI /Thana Federation is the key level of PI that meets the community development through identifying community problems, community planning, implementation and participatory monitoring & evaluation through COC tool. Vision of the People's Institution Establish a socially just, environmentally conducive, economically prosperous and democratic society.

3. Understanding of SUPOTH PI (TF) development Objective of PI formation & development To maintain contacts and liaison with the Self-help groups and the union level central committee on a regular basis. To resolve the problems, which the union level Central Committee can not solve. To implement the programs of the PI / Thana Federation, and to assist the Central organizations and Self-help groups. To ensure proper utilization of the government or public human and physical resources /facilities and services for the poor people by contacting and maintaining liaison with the Thana Administration. To observe-' celebrate different national and international days of significance at the thana level. Pos member & school teacher with students

4. Objective of PI formation and development To take necessary steps for coordinating the primary groups, follow-up the union coordination works, give advice after monitoring, information supply- dissemination, etc. To create accessibility of the poor people-in different institutions at the thana level and protect their interest by building unity with other people's organizations and civil societies at the thana level. To take necessary steps to become local independent institution and for solving all problems of the primary groups institution and for solving all problems of the primary groups and central groups. 5. PI(TF) EC Structure PI / Thana Federation will be formed with required number of representatives in discussion with all central Committees /Chapter. PI/ Thana Federation will be formed on the basis of common agreement by taking representatives from different groups. –Chairman-1 –Vice- Chairman-1 –Secretary-1 –Assistant Secretary-1 –Treasurer-1 –Member-1-More Birganj PI, EC-2011

6. PI/TF Formation Process The name of the PI/Thana federation shall be as per name of the thana (the sub-district): Number of PI/Thana Federation Committee shall be 25-35 and 50% of them shall be women representatives. The PI/Thana Federation shall have a permanent fund. The duration of the Thana coordination Committee will be 3 years. New members-of the previous Committee also could be selected/elected in the new committee. The Executive Committee shall be formed through election. There will be one meeting a month. In emergency cases more meetings could he held. The Federation will have a resolution book to note/write the decisions. There shall be an 11-member Executive Committee for taking decisions in emergency/urgent situation. This Committee will be formed with the a Chairman, Vice-Chairman, a General Secretary, a Treasurer and two nominated members. The decisions taken during emergency/urgent situation should be presented in the next regular Thana Federation meeting and approval should be taken.

7. The PI/Federation will organize area-wise conference/gathering with all the members of the Self-help groups once a year. The Thana federation committee will present the annual activity report in this conference/gatherings could he held in emergency cases. PI leaders observe/celebrate the national and international-days of significance at the village, union and thana levels. Small sub-committees will be given responsibilities of implementing the programs. There will be given, responsibilities of implementing the programs. There will be a Convener and 4 members in each Sub-committee. PI/TF Formation Process

8. PI/TF Coordination Sub-Committees Social Justice and Group will be formed with a Convener and 4 members. The activities of the Sub-Committee will work to establish social injustice at the village and union level. This Sub-Committee will implement the Programs through maintaining close contact and liaison with the Regional coordination Committee, by giving advice through monitoring to the primary groups and central groups. 9. Establishment of rights of the poor in khas land, water bodies, fallow land and government/public roads. The Central Coordination Committee besides the Thana level aspects will see the matters of the union Central Committee. They will take necessary steps for taking representation of the poor in the junior high school, madras and market committees, leasing bazaars, hospital committees, thana development Council etc at the thana level. Khas land is land left behind by migrants, typically heading for India. The khas land is as per law to be distributed to the poorer sections of society, although this does often not happen due to lack of implementation and corruption. 10. The Election Program The peoples Institution will play an important role during the local national assembly elections, and will play the coordinating role as the supporting force in practicing democracy. Also will work as the supporting force and make the people aware about take place proper and neutral election. If anybody interested, who is the believer of independence, sensible, democracy minded favor of the poor and if there is possibility of becoming winner in the election, will be given chance to go for election too. Folk / Popular Cultural Sub-Committee: PI / Thana Federation will play the supporting role to run the programs of the folk / popular culture at the village, union, upzila, or district level. It will also play active role in taking steps against the injustice of the people in the different issues in front of the people. PI will make the poor people aware of the traditional Bengali culture by celebrating the national days of significance.

11. Saving based credit program and revolving fund The PI will arrange disbursement and collection of the loans if any primary group or the union Central Organization/ Anusongothon (CCC) becomes inactive or fails to resolve the loan related problem, the PI will take steps to resolve them. The PI will take steps to resolve them, the PI certainly give active cooperation / assistance to the primary group or the central organization /Anusangothan CCC). PI through coordination of the Central groups will monitor the loan refund.

12. Advocacy program for human right and khas land The PI/TF will do advocacy for establishing human right land right for adibashi (tribal people) and poor peoples and access to Govt. safety networks Understanding Regional Federation Regional Federation is greater organization based in district or regional based and working as pressure group for making pro-poor policy.

13. Family life at Khash Land Objectives of the Regional Federation  To unite PI/CBOs at district level.  To strengthen network at district level.  To make capacity building of PI’s  To strengthen community level civic education process.  To strengthen community participation in law making process.  To strengthen PI based capacity building on advocacy actions with private and public.

14. Objectives of the Regional Federation To make public and private partnership To ensure health, education and other available services among marginalized services To strengthen social safety net services among marginalized people To strengthen Self-help groups functions To create local fund for community development To strengthen local resource mobilization Structure of Regional Federation Regional Federation would be in district level. In each RF 1 or more districts could be incorporated. In RF two bodies are functioning. One is General Committee and another is Steering Committee. General Committee consists of selective maximum 5 members from each PI/CBO. General Committee members are being selective by PI/CBO’s in their meeting decision. Steering Committee consists of maximum 13 members and they are elected by General Committee members through Annual General Meeting (AGM).

15. Officers of Regional Federation Officers of Regional Federation will be elected or selected as democratic way by the general committee members.
