2 The BCLME Region Comprises Angola, Namibia and South Africa One of the most productive upwelling systems in the world Fisheries is an important food security, income, GDP and employment contributor – esp. Angola and Namibia Cooperation initiated in early 1990s and supported by UNDP/ GEF and other donors Developed a TDA and regional SAP; completed in late 90s and endorsed in 2001 Governments endorsed Interim Agreement for establishment of the BCC – Aug 2006 BCC Secretariat opened in Aug 2009

4 Climate Change research in the BCLME Transboundary Diagnostic Analysis (TDA) completed in late 90s and did not consider the effects of climate change/ global warming on the ecosystem Climate Change research activities in the BCLME region since Aug 2009: NansClim Project (Analysis of Nansen data for environmental variability and climate change) Consortium of German Universities (GENUS) (focus on environment and climate change research and training) EU-funded “ECOFISH” Project – focussing on improving stock assessments of transboundary species and to improve tropho-dynamics, and ageing studies – time series data analysis may provide signals of the effects of climate change BCC to hold first regional Climate Change Adaptation (CCA) workshop in partnership with FAO in Nov 2011. This will initiate the development of a strategy to deal with CC in the BCLME. CC Vulnerability and cost assessment in place for Namibia (unknown for Ang + SA)

8 Governance under the influence of CC/ global warming Establish a BCC framework/ structure under the Ecosystem Advisory Committee (EAC) to deal with CC/ global warming issues; Strengthening CC-specific monitoring and assessment in the BCLME; Foster new and strengthen existing partnerships with centres of excellence in the region and internationally to support CC/ global warming research, monitoring and assessment; Incorporate CC training and capacity building in the TCB Strategy and Policy of the BCC; Establish firm baselines and reference points (as part of monitoring and assessment system); Fully operationalise the BCLME Early Warning System and State of the Ecosystem Information System and ensure CC is a priority feature; Integrate CC in the Science Programme of the BCC Mainstream information about CC and global warming – generate awareness, sensitize stakeholders and empower local people to adapt (demo site activities)
