2 Funds are intended to support target hardening activities for nonprofit organizations that are at high risk of terrorist attack. NSGP 101

3  FUNDS: How much?  Max of $74,250  $75,000 minus SAA’s M&A (1%)  NO LOCAL MATCH REQUIREMENT

4 NSGP 101  TARGET HARDENING ACTIVITIES  Improvements designed to deter or delay an attack. Examples include: Lighting Security cameras Fencing Bollards X-ray machines

5 NSGP 101  HIGH RISK OF TERRORISM  Prior threats or attacks against the organization or closely related organizations by a terrorist network, organization or cell  Symbolic value of the site as a highly recognized institution that renders it a possible target of terrorism  Role of the organization in response or recovery from terrorist attacks  Findings from prior risk assessments (threat, vulnerability) [Note: current and site specific is better!]

8 NSGP 101  APPLICATION & REVIEW PROCESS Nonprofit Develop Application Submit to Urban Area (NSGP@HoustonTX.gov) by 10:59 pm Wednesday April 4, 2012NSGP@HoustonTX.gov Urban Area Receive all applications Review and score proposals based on DHS Scoring Worksheet SAA Rank order all applications based on DHS criteria (Need, Impact) Submit to DHS on or before May 4, 2012 DHS Review highest ranked $15 million in applications Announce awards (August-Sept 2012)

10  MANAGEMENT & ADMINISTRATION  SAA will take 1% (up to $750)  Nonprofit may use up to 5% of the balance  Allowable M&A activities Staff or consultants to help manage the award Compliance-related activities Travel expenses associated with managing the grant Meeting expenses associated with managing the grant

14 NSGP ALLOWABLE ACTIVITIES  TRAINING  Only courses in the US are allowable. Examples: Protecting critical infrastructure, cyber security, target hardening, terrorism awareness/employee preparedness It MUST address a specific threat and/or vulnerability  Allowable training costs include: Attendance fees Materials, supplies, equipment

15 NSGP UNALLOWABLE ACTIVITIES  YOU CAN’T USE GRANT FUNDS FOR:  Hiring public safety personnel  Construction  Overtime and/or backfill  Developing a security assessment  Paying someone to write your application  General operating expenses  Proof-of-concept initiatives, or assessments of technology that is under development

RISK  THREAT Identify and substantiate prior threats and attacks against your organization or closely- related organizations BY A TERRORIST ORGANIZATION, NETWORK OR CELL. Reference prior risk assessments, police findings and/or insurance claims. Score: How well did the applicant address findings from prior risk assessments, police reports, and/or insurance claims? (not at all, poorly, partially, adequately, or thoroughly)

RISK, cont’d  VULNERABILITIES Identify and describe the specific vulnerabilities that make you susceptible to destruction, incapacitation or exploitation by a terrorist attack. Score: How well did the applicant address the organization's susceptibility to destruction, incapacitation, or exploitation by a terrorist attack? (not at all, poorly, partially, adequately, or thoroughly)

Score: How well did the applicant address potential negative effects on the organization’s asset system and/or network if damaged, destroyed, or disrupted by a terrorist attack? (not at all, poorly, partially, adequately, or thoroughly)

(not at all, poorly, partially, adequately, or thoroughly) Score: Did the proposed activity focus on prevention of and/or protection against the risk of a terrorist attack? (not at all, poorly, partially, adequately, or thoroughly)

(define the management team, include roles/responsibilities, governance structure, subject matter experts, etc.) Potential challenges Coordination with state and local HS partners Score: Did the applicant describe at a high level roles and responsibilities of the management team, governance structure, and subject matter expertise (yes, no) Score: How well does the applicant justify the effectiveness of the management team…to support implementation (not at all, poorly, partially, adequately, or thoroughly)

IMPACT  Outputs and Outcomes…AND explain how these will mitigate the risks you identified under the Background & Risk sections!  Which specific NPG core capabilities does this investment work to achieve? Access Control & Identity Verification CyberSecurity Long-term Vulnerability Reduction Physical Protective Measures  Explain if this investment supports building the capability or sustaining the capability..AND HOW! Score: (How well) did the applicant describe how their outcomes will mitigate risks outlined in Background and Risk sections, and build or support the identified NPG capabilities? (not at all, poorly, partially, adequately, or thoroughly)

Score: One bonus point if not previously funded.
