3.  All 28-EU Countries completed the survey, which described 32 VET systems: BE(fr, nl), BU, CZ, DK, DE, EE, EL, IE, ES, FR, HR, IT, CY, LT, LV, LU, HU, MT, NL, AT, RO, PL, PT, SI, SK, FI, SE, UK(Eng, Nir, Sct, Wls)  2 EFTA countries: NO and CH  This represents an improvement in submissions when compared to the surveys undertaken in 2011 & 2012 when not all countries replied  Observed progress needs to be treated with care and not considered as ‘progress made’ per se.  Difficult to establish trends as questions were changed after consultation with the SC and COM Introduction NRPs meeting, Brussels October 2014
