UPV Researchers’ Mentoring Initiative Goal and objectives The goal of this initiative is to enable UPV researchers to collaborate towards boosting UPV’s overall scientific productivity. Its objectives are: – to increase the number of active researchers among UPV faculty members and research personnel by at least 300% within 3 years; – to raise the number of UPV ISI-indexed publications by at least 100% over the same period; and, – to increase the number current number of UP Scientists

UPV Researchers’ Mentoring Initiative Significance “Working teams” will speed up publications; fast track the development of young scientists; expand exchange of ideas within UPV; improve the quality of research; and, create more opportunities for links with other institutions UPV’s stature will probably approach that of the bigger and more experienced autonomous units of UP With active researchers, UPV will have better chances of getting a bigger share of available research funds Derivable income from research activities would improve UPV personnel well-being or may be used partly to defray certain operating costs of the university.

UPV Researchers’ Mentoring Initiative MECHANICS Coverage This initiative shall apply for both In-house grants and for externally-funded research projects. Mentor and mentee need not be affiliated with the same unit to promote functional collaborations between units and to encourage more interdisciplinary research.

UPV Researchers’ Mentoring Initiative In-house grants 1.A mentee shall formulate his/her own study proposal, which may be within the context or in relation to the discipline of a preferred mentor. 2.At least one proposal-making workshop session shall be organized by the OVCRE to prepare and finalize outputs from various mentor-mentee teams. 3.As part of the learning experience of participating young researchers, outputs from each team will be presented in a plenary session of another workshop.

UPV Researchers’ Mentoring Initiative 4.Additional evaluators shall be invited for inputs on content and research methods to strengthen the proposal evaluation system within UPV. 5.Part of the In-house research funds shall be set aside for projects to be implemented under this arrangement. 6.For each involvement, a mentee shall be given three (3) Research Load Credits (RLCs); however, those without previous research experience shall be limited to a single project.

UPV Researchers’ Mentoring Initiative Externally-funded project A faculty member developing a research project for external funding (mentor) may invite another faculty member or researcher (mentee) to implement a study or component of his/her project. The mentee shall assume part of the responsibility (administrative and technical) for certain outputs of the project. The mentee shall be given an orientation on administrative matters before every engagement. A contract shall be prepared to make this arrangement formal. Mentees shall be given three (3) Research Load Credits (RLCs) for every involvement under this initiative, but inexperienced researchers shall be limited to one study or component.

UPV Researchers’ Mentoring Initiative Qualifications of Mentors Who may “mentor”? – UPV faculty members and researchers with proven track records in publishing ISI-indexed journals – shall include 1) current UP Scientists; 2) past UP Scientists; 3) faculty members and researchers who are almost at the threshold of becoming UP Scientists*; 4) UPV faculty and researchers with extensive publication experience in ISI Journals * The minimum number points to qualify as UP Scientist 1 is 55. The “threshold level” shall be set at 50. Those who fall under this category probably need only one (1) ISI-indexed publication to qualify as a UP Scientist.

UPV Researchers’ Mentoring Initiative Requirements for Mentees The main targets beneficiaries of this initiative are faculty members and researchers with PhDs and “PHDs”*, but priority will be given to junior faculty members and researchers. Applicants must not have outstanding obligations with UPV from previous projects or grants. * Refers to faculty and research staff who are committed, and are characterized by their Passion, Hunger, and Drive to get engaged in research activities towards producing ISI-indexed publications.

UPV Researchers’ Mentoring Initiative Responsibilities of a Mentor Under this initiative, each qualified mentor shall be allowed to guide up to three (3) mentees per budget year. However, for a particular mentor, only one (1) mentored project shall be supported from UPV’s In-house funds. Mainly, the mentor shall: –Make his/her time available for regular consultations with each mentee; –Using the mentee’s capsule proposal, give general advice on the originality and feasibility of the proposed topic. If feasible, he/she shall also guide the mentee on how to improve the proposal;

UPV Researchers’ Mentoring Initiative –Participate in all proposal-making workshop session/s and assist the mentee in improving the proposal with new inputs from evaluators; –In consultation with the mentee, prepare a system and schedule for monitoring the performance of the mentee while he/she is implementing the project.

UPV Researchers’ Mentoring Initiative Responsibilities of a Mentee A mentee shall: –Prepare a capsule proposal on a topic of his/her interest; –Arrange regular discussions with the mentor; –Incorporate the suggestions of the mentor into a version to be presented before evaluators in at least one proposal-making workshop session; –Register all his/her involvements with the OVCRE upon approval of a grant or study; –Formally request for applicable research load credits (RLCs) for every involvement; –Take full charge in implementing an In-house grant or jointly implement an externally-funded project with the mentor;

UPV Researchers’ Mentoring Initiative –Irrespective of funding source, must regularly consult the mentor in implementing a grant or study; –Prepare a mid-term progress report after about 6 months of grant or project implementation; –Inform the OVCRE about the ISI-indexed journal where the output of the project will be published; and, –Before finalizing a submitted manuscript, secure from the OVCRE the catalogue number xxx for his publication and have the phrase “UPV Contribution No. xxx” printed prominently in the manuscript.

UPV Researchers’ Mentoring Initiative Responsibilities of the OVCRE Organize all capability-building fora; Subject all proposals resulting from this initiative to intensive evaluation procedures to ensure the acceptance of the publications in ISI-indexed journals; Allocate a portion of the In-house funds to support this initiative; and, After a period of 3 years, prepare an evaluation report on the performance of the initiative.

UPV Researchers’ Mentoring Initiative Funding and remunerations This mentoring initiative may be funded using UPV’s in-house funds or may be funded through external funds. For In-house funded grants, the budgeting guidelines for In-house research grants shall be adopted. An additional allocation of P4,950 representing the monthly honorarium of the mentor shall be allocated over the duration of the study. This shall also be subject to the university guidelines on In-house grants. For external funded project, the honoraria of mentees shall be derived from the project and shall follow approved rates of the external funding agency. A budget ceiling of P500,000, which may include an allocation of P150,000 for ‘small equipment and direct research funds of P350,000, shall be allowed. The direct research funds includes a monthly honoraria of P4,950 for 12 months for the grantee.

UPV Researchers’ Mentoring Initiative Authorship of publications All publication shall be governed by existing rules and regulations of the University on Intellectual Property Rights (IPR). All publications resulting from this initiative shall be co-authored by both mentee and mentor. – In-house grants: the mentee shall always be the first author – Externally-funded projects: the mentor may retain his/her rights to be the first author. Any or derivable awards from the collaboration shall be equally shared by both parties.
