Introduction Government effectiveness is the key determinant of competitive advantage Performance matters for welfare of citizens as well as competition among nations Performance means both behavior (input) and results (output) To deliver sustained success to organizations a strategic and integrated approach is needed In 2015 GPMS has been approved by the government 48 Ministries/Divisions signed APA

Understanding APA An accountability mechanism A record of understanding Objectives, activities and performance indicators are set Signed between the Secretary of a Ministry/Division and the Cabinet Secretary It follows a guideline A software has been developed A separate Unit has been established in the Cabinet Division
