Duties of a Chapter First Vice President Assume the duties of the President in the President’s absence Represent FCCLA and make presentations at meetings Assist in planning meetings Document the Program of Work Promote and Publicize events in issues of Georgia News Create and distribute an Accountability Chart following each officer meeting Maintain order in meetings using Parliamentary Procedure

Program of Work (P.O.W.) Who? This is to be created by your adviser with help from the Officer Team What? An outline of the events and activities a chapter will be involved in over the course of the year. When? Established at the beginning of a school year Why? Creating a P.O.W. provides structure for the school year, it tells you what event or service project is happening at a certain time and what needs to be done in preparation

Developing a P.O.W. Write a list of past activities done by the chapter Select which activities you wish to do in the upcoming year Decide what month is best for each activity, pick a specific date or duration of time (one day, or several weeks) Go through the school year using a calendar and mark the dates of each activity After marking the dates on the calendar, the Program of Work is easy, just transcribe the activities and dates into a chronological list Reminder: P.O.W. is due on October 1 st for Honor Roll eligibility

Accountability Chart When? This is to be made at officer meetings, but can be used in competitive event groups What? An Accountability Chart takes all of the ideas established in a meeting and then gives certain roles and deadlines for each person to follow. Why? This makes sure that ideas are put to action and that each officer is accountable for their assigned tasks. How? By establishing set deadlines, this chart eliminates procrastination.

How to Make an Accountability Chart ALWAYS take note of new ideas (using a laptop or paper and pencil) Record who proposes an idea, and who is responsible for what task Make sure a deadline is set Distributing the Accountability Chart Following each officer meeting send out the chart to all officers Send reminders to the officers at least a week before the deadline of their task

Dealing with Chaos Make sure everyone’s voice is heard Step Up, Step Back Policy Separate Emotion from Business Establish code words: - Sunshine - Red Light, Yellow Light - Whoop, Shut it Down

Chaos can be resolved with: Communication All of the duties of a First Vice President revolve around communication You must communicate with the President, and orchestrate communication with your council

Under Communication falls: Parliamentary Procedure What? Rules, ethics, and customs that govern meetings and operations of organizations or legislative bodies. Why? This can be used for voting, maintaining order, introducing new business, etc. How? Robert’s Rules of Order is the guide to running meetings and conferences effectively and fairly. Purpose? To ensure majority rule, provide order, ensure fairness

Basic Principles of Parliamentary Procedure All members have equal rights A quorum must be present for the group to act Only one question can be discussed at a time No person can speak until recognized by the chair Personal remarks are out of order The majority decides The chair must always remain impartial

Five Tips to be First… Vice President 1. Maintain order 2. Communicate with the President, know all moves ahead of time 3. Make sure every voice is heard 4. Hold all officers accountable 5. Make sure deadlines are met
