INCLUSIVE PRACTICE, HIGH QUALITY PROVISION and IMPROVED OUTCOMES for those with SEN. Successful preparation for ADULTHOOD, including independent living and employment.

5. A Person-Centred Approach Strengthens the voice of the child / young person. The aim is to…. - actively highlight achievements / what they CAN do. - understand the goals individuals want to achieve and how to help them get there. - use ordinary language/images.

6. Changes from the C o P 2001 Covers the 0 to 25 age range and includes guidance relating to disabled children and young people as well as those with SEN. Joint commissioning across education, social care and health to underpin the new approach. Guidance on publishing a Local Offer of support which sets out for families what services are available and how to access them. New guidance on a graduated response to identifying and supporting SEND – a new single category of SEN SUPPORT to replace School Action and School Action Plus. For those with more complex needs, a more integrated approach. A new Education, Health and Care plan replacing statements of SEN (reduced 20 week statutory framework). The opportunity for those with an EHC plan the right to request a personal budget.

8. Definitions A child or young person has SEN if they have a learning difficulty or disability which calls for special educational provision to be made for him or her. A child of compulsory school age or a young person has a learning difficulty or disability if he or she: - has a significantly greater difficulty in learning than the majority of others of the same age, or - has a disability which prevents or hinders him or her from making use of educational facilities of a kind generally provided for others of the same age in mainstream schools or mainstream post-16 institutions.

9. For children aged two or more, special educational provision is educational or training provision that is ADDITIONAL TO or DIFFERENT FROM that made generally for other children or young people of the same age by mainstream schools, maintained nurseries, mainstream post-16 institutions or by relevant early years providers.
