Project Objectives Reduce the total number of low-income housing units in the urban core, Consistent with City’s Impaction Ordinance Preserve and transform existing low-income housing from blighted housing-of-last-resort to high quality housing that is indistinguishable from market rate Free-up former blighted buildings to be transformed to market rate housing developments
