The Union shall contribute to the development of quality education by encouraging cooperation between Member States and, if necessary, by supporting and supplementing their action, while fully respecting the responsibility of the Member States for the content of teaching and the organisation of education systems and their cultural and linguistic diversity. –Education is a competence of the Member States. –At national level Member States decide. but –At EU level legislation for free movement of persons and services in the Union

(Once a market is entered, service providers fall under the rules of the host country)

28 7 October 2010 Maisons-Alfort, France 28 Article 1, Purpose establishes rules according to which a Member State which makes access to or pursuit of a regulated profession in its territory contingent upon possession of specific professional qualifications shall recognise professional qualifications obtained in one or more other Member States and which allow the holder of the qualifications to pursue the same profession there, for access to and pursuit of that profession.

The training of veterinary surgeons shall comprise a total of at least five years of full-time theoretical and practical study at a university or at a higher institute providing training recognised as being of an equivalent level, …..…….. covering at least the study programme referred to in Annex V, point 5.4.1.

Training as a veterinary surgeon shall provide an assurance that the person in question has acquired the following knowledge and skills: (a)adequate knowledge of the sciences on which the activities of the veterinary surgeon are based; (b) adequate knowledge of the structure and functions of healthy animals, of their husbandry, …….etc

Study programme for veterinary surgeons The programme of studies leading to the evidence of formal qualifications in veterinary medicine shall include at least the subjects listed below. A.Basic subjects –Physics –Chemistry, –etc B. Specific subjects a. Basic sciences: –Anatomy (including histology and embryology) –Physiology, –etc b. Clinical sciences –Obstetrics, –etc
