Climate Action An ambitious Agreement A long-term goal to hold temperature increase to well below 2 0 C, and pursue efforts to limit to 1.5 0 C Global emissions to peak as soon as possible, net zero emissions in the second half of the Century Legally binding obligations to maintain successive targets and to pursue domestic mitigation measures – 188 countries have submitted their plans A global stocktake every five years starting in 2018 with increased ambition over time

Climate Action A transparent Agreement All Parties must account for their contributions – track progress on targets Methodologies and common metrics will apply Enhanced transparency and accountability framework, with biennial reporting and expert review No double counting : essential for linking of emission trading systems

Climate Action A fair Agreement Support for vulnerable countries Goal of mobilising $100bn per year extended to 2025, new goal to be set before 2025 widening the donor base Capacity building and technology transfer for developing countries ; support for monitoring, reporting and verification Adaptation at political par; Loss and Damage for the first time part of an international agreement

Climate Action What next - International agenda: The Paris Implementation Cycle 2018 Facilitative Dialogue and 2020 deadline: Parties with 2025 targets (USA, Brazil) will communicate a new post-2025 target by 2020 Parties with 2030 targets (EU, most others) may confirm or update these targets by 2020 IPCC special report on 1.5° 2020 : Mid-Century Strategy EU may update its 2050 roadmap 2023 : Global Stocktake 2025 : Communication of targets post-2030

Climate Action EU and Paris Agreement 2 March: Commission's assessment of the implications for the EU of the Paris Agreement 4 March: EU Council assessed COP21, in view of 2030 climate and energy framework EU targets for 2030 already reflect action needed to stay below 2 degrees Celsius EU and its MS signed the Paris Agreement on 22 April 2016 in New York EU NDC to be based on the "at least 40%" GHG target as adopted by EU Council in Oct 2014 Start implementation asap – putting forward domestic legislation

Climate Action EU Leading Mobiliser of Climate Finance EU and other developed countries agreed to continue to mobilise USD 100 bn a year in public and private climate finance from 2020-2025, and to stricter reporting rules EU on track: Mainstreaming 20% of EU budget on climate related issues, EU agreed to 0.7% GDP ODA target Global financial flows should be consistent with low carbon, climate resilient development Capital Markets Union and new "non-financial" disclosure rules to encourage more sustainable investment

Climate Action Review of the European Neighbourhood Policy Offers an enhanced framework for our climate cooperation: "greater attention should be given to the energy security and climate action both of the EU and of the partners themselves'' "promotion of the full implementation of the expected Paris Climate Agreement and its subsequent developments including in particular the commitments" "introducing robust emissions monitoring, reporting and verification frameworks, including in the longer term, emission trading systems, which could be linked to the EU emissions trading system as they become ready.''

Climate Action Post Paris priorities for cooperation EU will continue to provide support in introducing and implementing new legislation and building institutional capacity Preparatory work for implementation of NDCs, e.g. impact assessments, legislative proposals, investment programmes Capacity building for transparency, esp. monitoring, reporting and evaluation, sharing experience on policy design, adaptation Capacity building for cooperative approaches

Climate Action EU - EaP cooperation tools Bilateral level: policy and technical cooperation (via Association Agreements, Eastern Partnership process) Enhanced use of neighbourhood instruments (ENI, TAIEX) Regional level: ClimaEast and successor regional initiative(s) Regional energy programmes

Climate Action Developing synergies between climate policies and IFI activities Identify and develop investment activities that contribute to the implementation of NDCs, i.e. climate change mitigation and adaptation activities Integrate full transparency conditions (robust MRV mechanisms) Ensure linkage of investments with policy developments

Climate Action Conclusions Historic Paris Agreement – practically universal participation for the period after 2020 Now work is on technical details to support implementation Paris Agreement sets important regular dates for implementation providing for long-term predictability and stability EU climate package is fully consistent with the provisions of the Paris Agreement Implementation of EU-EaP climate cooperation will need to integrate the Paris Agreement
