‘Treatment’ and ‘re-use’ is there a difference? The WEEE Directive 2008/98/EC contains the following: TreatmentRe-Use operations ‘treatment’ means recovery or disposal operations, including preparation prior to recovery or disposal”. operation ‘re-use’ means any operation by which products or components that are not waste are used again for the same purpose for which they were conceived operation ‘recovery’ means any operation the principal result of which is waste serving a useful purpose by replacing other materials which would otherwise have been used to fulfil a particular function, or waste being prepared to fulfil that function, in the plant or in the wider economy. Is a standard needed? We could just hope for the best and assume all the industry actors will pull together…. We could just assume all is well.. Or We could look to those operators who have good practices; work to carefully planned and tested procedures and who have independent audits that examine their management and operational controls against a European Standard 8

EN 50164 The ‘Preparation for re-use’ Standard 9 traceable A standard by which “good” re-use operators can be independently assessed to check that legal requirements are met; that records and management controls are in place; that the preparation for re-use tests and processes are sufficient; robust and traceable….

The process: 10 Risk assessments – health & safety and environmental Legal compliance Records – type; make etc. and ‘market potential’ Visual checks – for cracked casing; damaged cables; burnt housing, motors etc. Safety checks – more than just an electrical test on the plug / cable & including checks on product recalls Functionality – for core functions Data and licensed software removal – inc. mobile phones, ICT; Cleaning – not a necessity if being cleaned at final sale point Labelled – as “re-use” with name of operator Tracking – giving each piece of equipment or separately prepared component a unique ID A warranty – minimum of 28 days

Traceability – a key criteria 11 Following the sorting and assessment of WEEE suitable for re-use by the preparation for re-use operator and up to and including the sale or donation of REEE to the next owner, the Standard requires that each item of equipment or re-use component shall be uniquely identified by the preparation for re-use operator with an identification reference number or code (electronic or physical). At the point of sale or donation of REEE, both domestically and/or across international borders a new unique identification number shall be allocated to indicate that the preparation for re-use process has been completed.

The future 12 The preparation for re-use standard will provide a “win-win” for all stakeholders Assurance of legal compliance Assurance of the safety and functionality of re- use equipment Promotion of re-use in the community Support for re-use businesses Support for the objectives of the European Commission to reduce the volume of WEEE being sent to landfill or for recycling – thus support the circular economy
