1 P1622 Voting Systems Electronic Data Interchange Arthur Keller, chair (self employed at Minerva Consulting, Affiliated with Univ. Calif., Santa Cruz) 1IEEE SAB meeting - 2010 March 26

2 Next Steps Next three months: Select new Vice Chair. Draft new P&P document. Work with NIST to compare OASIS EML v6 (international standard) with 2007 draft of P1622 committee. Longer term: Decide whether to continue work by starting with 2007 draft of P1622 committee or, alternatively, start with OASIS EML, participate in creation of v7, and effectively create the US localization standard. 2IEEE SAB meeting - 2010 March 26

3 Issues Considerable national and public interest. NIST interested in helping P1622 create a standard. NIST may host a P1622 meeting. Potential pilots along the way: – Remote attended kiosk voting, to test ballot definition data interchange. – Post election data analysis and auditing, to test cast vote record data interchange. EAC (US Election Assistance Commission) interested in adopting a standard, potentially that of P1622. IEEE SAB Policy Questions: – Public availability of drafts, comments, and resulting standard? – IEEE Potential for joint publication by IEEE and OASIS, and maybe NIST and eventually EAC. – IEEE rep to EAC’s TGDC. Should liaison be with P1622? Currently orphaned with dissolution of SCC 38. IEEE SAB meeting - 2010 March 263
