2 History of 9-1-1 In 1968, 9-1-1 became the national emergency number for the United States. Calling this single number provided a caller access to police, fire and ambulance services through what would become known as a common Public Safety Answering Point (PSAP). On February 16, 1968, the very first 9-1-1 call was made in Haleyville, Alabama. 2

4 9-1-1 Today in Elko County When a customer dials 911: – Call is forwarded to one of four phone lines. – No ANI or ALI is delivered: ANI – Automatic Number Identification ALI – Automatic Location Identification – Trap information is provided directly from Frontier Communications: Phone number & address No Master Street Address Guide (MSAG) – This is NOT Enhanced 911. 4

8 Funding Funding Mechanism, NRS 244A.7643 – Provides for a $0.25 monthly per line fee for 911 services: The surcharge imposed by a Board of County Commissioners pursuant to this section: (a) Each access line must not exceed $0.25 per month; (b) Each trunk line must not exceed $2.50 per month; and (c) Each mobile telephone line must not exceed $0.25 per month. 8

9 Funding Estimate Total Estimated Revenue Per Year: $170,928 (Est) – Frontier 8,611 Business lines @.25 = $25,833 per year (Est) – Frontier 7,915 Residential lines @.25 = $23,745 per year (Est) – Frontier 50 PRI (T1) lines @ 2.50 = $1,500 per year (Est) – Cellular 35,000 phones @.25 = $105,000 per year (Est) – Other Carriers 4,950 lines @.25 = $14,850 per year (Est) 9

10 What can the surcharge be used for? Public Safety purposes such as: – Public Safety Radio Communications – Administrative cost of collecting fees – Reverse 911 – Selective Router – Maintenance Agreements – Dispatch Computer Software (Emergency Fire Dispatch, Emergency Police Dispatch) – Radios – Computer Aided Dispatch – Hardware/Software – Databases – MSAG (Master Street Address Guide) – Administrative cost of updating MSAG (Master Street Address Guide) – GIS (Graphical Information System) 10

11 Who watches over the fund and advises on decisions????

12 Advisory Committee (NRS 244A.7645) If surcharge is enacted, County Commissioners shall establish an Advisory Committee to develop a plan to enhance or improve the emergency telephone system and oversee monies allocated. The advisory committee must: (a) Consist of not less than five members who: (1) Are residents of the county; (2) Possess knowledge concerning telephone systems for reporting emergencies; and (3) Are not elected public officers; and (b) Include a representative of an incumbent local exchange carrier. 12
