Meeting in Bruxelles 12-march-2002 Accompanying Measure - ACTIF Cluster - CLUFF
5
CARPE DIEM 2 nd meeting ACHIEVING TECHNOLOGICAL INNOVATION IN FLOOD FORECASTING The object of this ACTIF is to encourage and facilitate the uptake by end-users, of the research advances across Europe in flood forecasting, warning and dissemination, with the compilation of best practice guides on topics where research advances have been made in recent years and the cataloguing of specific data sets of long-term value.
6
CARPE DIEM 2 nd meeting Specific Project Objectives The specific focus of ACTIF will be to actively consolidate and disseminate Fifth Framework research advances in Flood Forecasting through the following mechanisms: Convening of two scientific workshops Promotion of an international conference Preparation of Guidelines of best European Practice in three aspects of flood forecasting technology Preparation of guidelines on the access to high quality, site specific, data for further research and analysis
7
CARPE DIEM 2 nd meeting It is proposed to hold two scientific workshops in the framework of ACTIF and a full international conference. The scientific topics of the two workshops will be: Combination of data from remote sensing technologies for flood forecasting Identification, quantification, propagation and communication of uncertainties in flood forecasting.
8
CARPE DIEM 2 nd meeting Project workplan ACTIF will comprise two scientific workshops an international conference, with proceedings preparation of three European best practice papers preparation of guidelines for data availability a project web site.
9
CARPE DIEM 2 nd meeting CLUSTER OF EUROPEAN PROJECTS ON FLOOD FORECASTING CLUFF
10
CARPE DIEM 2 nd meeting The main objectives of the Cluster are to: -Establish a focus, co-ordinate and advance European research in the field of flood forecasting as a key component of operational flood warning systems and services; -Facilitate the development of methods, techniques and know- how on research relating to Flood Forecasting by the exchange of information and data between signatories; -Enhance the complementarity and synergy which exists between the projects of the members; -Co-ordinate the collection of data and their interpretation; -Disseminate information on Flood Forecasting research to all stakeholders and in particular to Flood warning agencies, industry, local and central government and the public. -Provide a platform for Framework 6 activities in the field of Flood Forecasting.
11
CARPE DIEM 2 nd meeting ACTIVITIES OF THE CLUSTER The Management Committee will define the activities in which the Cluster will engage. Such activities could include inter alia: )common meetings )exchange and dissemination of information )visits and personnel exchanges )joint publications and press releases )harmonise and rationalise the activities of the Signatories relating to flood forecasting and related areas )Cluster brochure )Cluster newsletter )Cluster web-site )common methodologies and procedures )joint experiments )joint proposals )joint databases ) briefing papers

CARPE DIEM 2 nd meeting 1.1Aim of the Proposed Work The Water Framework Directive demands an integrated approach to flood from field observations, through both meteorological and hydrological modelling to flood mitigation, warning and dissemination technologies and procedures. The central aim of the proposed work is to harmonise, integrate and consolidate ongoing research in Europe in the field of flood management to provide an enhanced knowledge base and support for decision makers, strategic planners, operational agents and citizens across the European Community.
14
CARPE DIEM 2 nd meeting 2.OBJECTIVES AND EXPECTED RESULTS OF THE PROPOSED WORK The core objectives of the proposed work are: To promote the birth of an integrated, competitive scientific and industrial community in Europe capable to jointly address the societal and economic challenges presented by the increased occurrence of floods; To increase the ambition and excellence of the research carried out in Europe in the field of flood; To improve the quality control and dissemination of research results and accelerate their use and valorisation; To promote education, training and public understanding in the field of flood management.
