| Page Where LG Declined Curbside Incentive MMBC will issue request for proposals (RFP) to provide curbside collection service –will award where residents were receiving PPP curbside collection in November 2012 –may award where PPP collection will be new service RFP to be issued in October 2013 –local governments can respond – if they wish –bids evaluated in January 2014 –decisions regarding contract award in February 2014 SIWMA Annual Conference8

| Page Post-Collection Services Request for proposals (RFP) to be issued in October 2013 –bids evaluated in January 2014 –decisions regarding contract award in February 2014 During preparation of bid submissions, bidders may contact –collectors to discuss logistics for handing over PPP –collectors or others to explore possibility of sub-contracting local transfer and/or processing capacity Following contract award, selected bidders will need to –finalize logistics for handing over PPP –finalize any sub-contracting arrangements SIWMA Annual Conference11

| Page Assessing Scope of Responses Following review of collector Response Forms to confirm data are complete and collector is able to comply with contract requirements –data on multi-family households served by collectors will be compiled and compared to Phase 1 data on multi-family households served If service gaps identified, MMBC will analyze data to –identify common characteristics of multi-family households without service i.e. is there a common building size, are buildings in specific area, are there similar characteristics, etc. –develop workplan to address service gaps to be able to deliver accessibility commitment in PPP Stewardship Plan SIWMA Annual Conference12

| Page Assessing Scope of Responses Following review of collector Response Forms, data will be mapped to show –curbside service areas to identify depot-only households –locations of depot collectors in relation to depot-only households If service gaps identified, MMBC will analyze data to –identify depot-only households’ drive time to depot locations –compare to drive time specified in SABC depot service standard (when available) –develop workplan to address service gaps to be able to deliver accessibility commitment in PPP Stewardship Plan SIWMA Annual Conference13

| Page Collection System Over Time Principles of continuous improvement apply MMBC will review collection system contribution to 75% recovery rate after compiling 3 years of operating data As part of that review, MMBC will consider –whether or not to implement additional curbside service where MMBC decided not award contract for new PPP collection service in garbage curbside areas areas not receiving PPP/garbage curbside service in November 2012 –if any multi-family household and depot service gaps remain SIWMA Annual Conference14
