4 Adolescent Family Life (AFL) Program Overview  AFL Program was enacted in 1981 as Title XX of the Public Health Service Act (P.L.97-35).  AFL Program is administered within OPA by the Office of Adolescent Pregnancy Programs (OAPP)  Competitive grant program which supports: -Care and Prevention Demonstration projects that develop, implement, and evaluate innovative strategies to address issues related to adolescent pregnancy -Research on the causes and consequences of adolescent pregnancy  2010 (President’s Budget)$29,778,000

5 AFL Demonstration Grants Grantee Profile AFL Care Grants: 31 current grantees  Serve pregnant adolescents, adolescent partners, their infants, young fathers and/or male partners and extended families.  Focus on improving outcomes for pregnant and parenting adolescents and delaying a repeat pregnancy  Implement and test various interventions for pregnant and parenting adolescents  Provide comprehensive health, education and social services

6 AFL Demonstration Grants Grantee Profile AFL Care Primary Services  Pregnancy testing & maternity counseling  Adoption counseling & referral services  Primary & preventive health services including prenatal & post-partum care  Nutrition information & counseling  STI screening & treatment, including HIV/AIDS  Referral to pediatric care  Educational services for family life and problems associated with adolescent parenting  Educational and vocational services  Mental health services and referral; physical health services  Counseling and referral for family planning services

7 AFL Care Demonstration Grants Features  Educational review for scientific and medical accuracy  Parental Consent  Funding for 5 years  Match Requirement  Sliding fee scale  Independent Evaluation up to 25%  Required core data instrument for evaluation  Provide 10 core services directly or by referral  Require IRB review and approval
