The Basic Literacy Program (BLP) is an intensive community-based training for illiterate out-of-school youth and adults, who are willing to learn basic literacy skills. Although each learner’s skill level will differ, many who enrol in the BLP are unable to read or write anything but their own names.

What are the three basic literacy skills?
ability to read with comprehension ability to compute simple equations creative thinking and problem-solving

WHY are basic literacy skills important?
DISCUSSION WHY are basic literacy skills important? Think about some common obstacles people who cannot read might face every day (E.g. reading road signs or food labels, etc.) Think about some common obstacles people who cannot compute simple calculations might face every day. (E.g. at the market or on the bus, etc.) Think about some common obstacles people who cannot think creatively to solve problems might face every day. (How to enrol their family in a public health program, how to find information about an event in another city, or how to resolve an argument between friends.) Some participants will be asked to share their ideas with the group.

Who are the target learners?
Illiterate out-of-school youth and adults (OSYAs) Those who do not know how to read or write Youth and adults who have never attended school

3 STEPS of the Basic literacy program

STEP 1: Recruitment The Barangay Literacy Worker (BLW), Instructional Manager (IM), Mobile Teacher (MT), or District ALS Coordinator (DALSC) will travel to the target community and visit each resident, house-by-house, to recruit learners

STEP 2: SCREENING AND PLACEMENT
New learners will undergo screening and placement test using the Functional Literacy Test (FLT). They will be classified as: Non-literate (unable to read or write) Semi-/neo-literate (unable to read or write with ease and fluency) Post-literate (literate, already able to read and write adequately)

STEP 3: ENROLMENT Eligible learners will be enrolled in the BLP
Learners will prepare their individual learning agreements (ILA) with their ALS teacher

Move on to enrol in ALS Elementary Program Mainstream to formal school Enrol in TESDA or another skills-focused learning institution Enter the workforce
