A – Doubles Introduction The proposed introduction of A-Double High Productivity Vehicles as an alternative to conventional permitted combinations is in the interest of reducing truck movements via road where no available rail option exists, with due consideration for safety and road compliance. Qube would expect that any approvals provided are based on a specified Route to and from key locations, and that a permit for that specific route would be issued for the same. Qube have identified that Jandakot is a rapid growing industrial hub, with some of the state’s largest retailers having either commenced operations in new Distribution Centres or due to commence in the near future. These customers import large volumes of 40ft containers from International origins. The majority of the 40ft container volume is very light and typically 18T of product or less is packed per 40ft container. Currently loaded 40ft containers can only be transported in single container movements. This is due to the limitation in length currently permitted on the corridor from the Port of Fremantle. 2

Rail Alternative considerations 1.Jandakot City Industrial Precinct is positioned 23km from the Port of Fremantle and 27km from Forrestfield Rail siding. 2.There are no economically viable alternatives to service Jandakot from a rail perspective without adding substantial cost to the existing mode of transport. 3.Should the consideration of A-Doubles not be passed, traditional single vehicle movements will continue into the new industrial hub areas as is current-day practice. 4.A-Double movements to Jandakot would result in a reduction of 3200 Truck movements per annum for 2 existing Qube customers into the Jandakot Industrial Hub. 3

Safety/Compliance 1.Research has shown that as the size of the vehicle increases (with additional trailers), the rate of major crashes decreases significantly. Ref: National Transport Commission website 2.Intelligent Access Program OBM (On board Mass) is a condition of A-Double approval elsewhere nationally. This is a self-auditing tool. 3.Braking System (ABS / EBS) is a requirement condition for permit approval elsewhere nationally. 4.The A–Double by virtue of the increased axles and tyres has an ESA (pavement wear) per vehicle of 5.26 compared to the B –Doubles 6.34 5.The A-Double combination performs better in Sweep (Turn) Path assessments than a B-Double combination. 6.A-Double Vehicles are speed limited to 90km/h and GPS monitored to ensure trucks remain on specified routes. 4

Environment/Community 1.Less vehicles = less emissions = a community wide benefit. 2.Vehicle Engines comply with the emission standards of Australian design Rule (ADR) 80/01 (Euro 4). 3.Vehicles can only travel via designated permit approved routes – not a “free for all” for all RAV-4 routes if approved. 5

Economic Benefits/Other 1.Major Productivity and Economic gains are possible by allowing 40ft combination vehicles some additional length when operating on appropriate routes, within regulated mass limits. This would be seen as a significant win for major retailers having established themselves into the newly developed Industrial Hub of Jandakot for the long-term. 2.Proven success in other states e.g. Queensland, Victoria and NSW & SA – this is not a new initiative for Qube and has been a part of our operations for 4x years. 3.A-Doubles have reduced over 18,000 vehicle trips per annum across 4 states for Qube alone. 4.Any approval subject to WAHVAS 5.The Department of Transport retains the right to approve any routes travelled, apply any appropriate conditions associated with the route permits, and also rescind any approvals provided should there be conflicts of interest that develop into the future. 6.Qube support the mode of rail where available and operate 2 x metropolitan rail shuttles between the Port of Sydney and Inland intermodal terminals. 6
